The House of Representatives passes Senate bill extending and expanding home buyer tax credit

Just yesterday, the Senate unanimously approved a bill extending and expanding the first-time home buyer tax credit, which I wrote about earlier today.

Today, the House of Representatives voted 403-12 in favor of this bill, which may be signed by President Obama as soon as tomorrow.

The new bill extends the home buyer tax credit for purchasers who have a contract to purchase a home by April 30, 2010, and who close the transaction by June 30, 2010.

It also provides a tax credit up to $6,500 for current homeowners who have been in their homes for five of the past eight years and adhere to the same timetable.

Military personnel who are deployed overseas have a longer time period in which to claim their tax credit.

Furthermore, the bill increases the income limits for individuals from $75,000 to $125,000 and for couples from $150,000 to $225,000.

The tax credit only applies to home purchases up to $800,000.

Buyers must use the home as their primary residence and may not sell the home for a minimum of three years, or they have to repay the credit.

This is wonderful news for the housing market, which slowed as a result of the looming November 30 deadline.

ENVIRONMENTAL UPDATE


Marlboro Township and the Environmental Protection Agency (EPA) announce the startup of remediation activities for contaminated soils at the Imperial Oil/Champion Chemicals Superfund Site, located on Tennent Road in Marlboro, NJ. The soil on the plant property is contaminated with heavy metals including arsenic and lead, as well as PCBs. Marlboro Township has benefited from the 25million dollars in stimulus funding to pay for the cost of this cleanup.


The cleanup work includes the excavation and off-site disposal of contaminated soil and remaining floating product and the restoration of affected wetlands on Tennent Road in Marlboro Township. EPA plans to conduct a public information session in late November 2009 to inform the area residents in Marlboro of the details of remedial activities. A formal announcement of the date and location of the session will follow.


The work which work which will begin shortly is for cleanup of contaminated soils at the Imperial Oil/Champion Chemical Superfund Site, referred to as Operable Unit 3 (OU3). A Record of Decision for OU3 was issued in September 1999. The OU3 remedy calls for the excavation and off-site disposal of contaminated soil, removal and off-site incineration of floating product, dismantling of site buildings and tank farms, as necessary to complete excavation of contaminated soil and removal of floating product, and restoration of wetlands affected by cleanup activities. Consistent with the OU3 remedy, EPA dismantled an on-site abandoned masonry building which was in danger of collapse during the fall of 2000. From 1999 through 2005, the New Jersey Department of Environmental Protection (NJDEP) conducted design work for OU3, including the performance of pre-design surface and subsurface soil sampling events.

As Halloween approaches, Marlboro Township has instituted a safety curfew to protect our Township's children.

All children under 18 years of age must observe the curfew from 10:00pm to 6:00am on Thursday, October 29 through Monday November 1, 2009.

The curfew prohibits youngsters from being in a public place, street, or property during curfew hours unless returning from or going to work, school, church, a doctor, or a dentist, unless they are accompanied by a parent or guardian over the age of 20.

No one is allowed to wear a mask in public during curfew hours.

First Annual Marlboro Township Halloween Costume Parade-Sunday October 26, 2008 2-3pm in the Marlboro Recreation Center Parking Lot (inside Recreation Center in case of rain)...Calling all witches, ghosts, goblins, princesses and superheroes...Please join your friends and neighbors for a fun filled costume parade and costume contest. Local businesses will provide treats for all participating children and prizes will be given for a variety of categories.

Parade is open to children of all ages and there is no pre-registration or fee required. We hope you will join us to make this a special day for the children. Following the festivities there will be chocolate pumpkin decorating available from 3:30-6:00pm in the recreation center building (pre-registration and minimal fee required).
