The Upstate New York metropolitan areas of Buffalo, Rochester and Syracuse rank in the top five best mid-sized cities for relocating families, according to a new study. In cities with population of 600,000 to 1.3 million, Syracuse ranked second, followed by Rochester with Buffalo placing fifth. None of the Upstate markets ranked in the top five a year ago.
