It's time to take a look at what happened in the housing market this past week in the eastern suburbs of Rochester, NY, including Brighton, Pittsford, East Irondequoit, Webster, Penfield, and Perinton/Fairport.

It was a busier week, with 14 listings going under contract. One listing in Irondequoit received a contingent offer and is still being shown, while the other 13 went pending.

The days on the market for these properties show large variations. A short sale in Pittsford was on the market for 444 days, whereas a nicely updated split level with a great deck in Webster received an offer in only 5 days. Although we don't yet know what these homes sold for, 10 out of the 14 were listed under $200,000. This goes along with what I've been finding; that the under $200,000 market is most active right now.

When it comes to closings, there were 8 this past week. They range from a 1,292 square foot ranch in Irondequoit that sold for $93,000 to a 2,894 square foot ranch on 1.9 acres in Pittsford that sold for $299,000.

As you can see on the chart, the list to sale price ratio was quite high for most of the properties. Also, the days on the market were low, with 5 out of the 8 properties having been on the market for less than a month.

FHA Changes... Are They Good, or Bad?!

A large percentage of home buyers in the Greater Rochester area finance their homes with FHA mortgages. FHA loans are a great product for many individuals due to their low down payment requirement. In recent years, as conventional loans have experienced drastic changes and increasingly strict eligibility requirements, FHA loans have also emerged as a very stable form of financing.

In the mortgage and real estate industries, we've been hearing whispers about upcoming FHA changes for a while now, but it wasn't until recently that those changes were officially announced.

FHA announced changes in the following areas:

  • The upfront mortgage insurance premium (UFMIP) will increase to 2.25 percent up from 1.75 percent. Contrary to reports, FHA will continue to allow the financing of the UFMIP.
  • Borrowers with a credit score below 580 will be required to have at least a 10 percent down payment. The minimum down payment will remain at 3.5 percent for all other borrowers.
  • Seller concessions will be reduced to 3 percent from 6 percent.

These changes will go into effect on April 1, 2010.

FHA logoAccording to individuals I've spoken with in the mortgage industry, the changes aren't nearly as drastic as many feared. Don't hate me for this, but honestly, I think they make sense.

At 2.25%, the mortgage insurance premium will still be much lower than it used to be. Considering that buyers can still wrap it into their loans rather than being responsible for it upfront, the increase won't have much of an effect on borrowers.

Increasing the down payment requirement for buyers with lower credit scores also makes sense. If someone hasn't proved that they're able to handle other lines of credit, why should they be able to take on something as large as a home loan without showing the bank they have some funds available? Most conventional loans won't lend money to someone with a credit score below 580 at all, so FHA is still ahead of the curve.

Finally, reducing the seller concessions to 3% of the purchase price will have the largest impact on borrowers, but it too makes a lot of sense. In the past, when a buyer asked for 6% seller concessions, they would often "bump up" the purchase price to above the asking price in order to come to a consensus with the seller. In recent years, tightening appraisal rules have made that difficult, since the properties often didn't appraise for the higher price! That caused issues as transactions neared closing and sometimes led to deals falling apart. 3% is a much more manageable number and should help stem the tide of appraisal issues.

It all boils down to this. I'm a huge believer in the benefits of home ownership. Purchasing a home is often the most rewarding step individuals can take in their lives. BUT... and this is a big but... only if it's right for them! A few years back, when subprime mortgages were running rampant, scores of people purchased homes who shouldn't have been able to afford them, and many of those people have since become victims of foreclosure. That's not the way it should work. Some people are just not ready to own homes.

That's why these FHA changes are actually a positive step. People who can't handle the increased down payment requirements or need additional seller concessions may not be at the point where they should be thinking about buying a home. If they take a year or two to save up some money and clean up their credit scores, they should be able to qualify for any loan without a problem.

It's time for another look inside the market in eastern Monroe County. Again, I collected information for sales in Brighton, Pittsford, East Irondequoit, Webster, Penfield, and Perinton in the past week. However, I decided to begin focusing my weekly reports on homes that went under contract rather than closed.

Why? Two reasons. First, many sold homes aren't recorded immediately upon closing, which means my numbers could end up being very skewed. And second, contracts are actually a better indicator of the current market conditions than closings. Closed homes could have gone under contract months ago, which doesn't reflect on which properties are moving now! Instead, at the end of every month, I'll look back on what sold in that month.

So, without further ado, here are the listings that went under contract this past week:

Three of the listings that went under contract were in Perinton, one was in Penfield, and one was in East Irondequoit. Surprisingly, three of the listings were priced over $200,000, and only two were in the under-$150,000 range that's being snatched up by first-time home buyers.

The days on the market tended to be longer for the over-$200,000 listings, except for the one in Penfield, which received an accepted offer after only 11 days.

I expect to see more contracts in the lower price ranges as the tax credits wind to a close. Buyers have less than 100 days left to take advantage of this amazing opportunity! If you or someone you know would like more information about the tax credits, don't hesitate to contact me!

Market Report for the Week of January 9th-15th, 2010

Thanks to our new MLS system, I now have access to better charts and statistical information. As a result, I've decided to begin posting some market information on a weekly basis. Every Friday, I'll compile information on the previous week's sales and post them here.

Because I do a large portion of my business in the eastern suburbs, I'll focus on the following areas: Brighton, Pittsford, Penfield, Webster, East Irondequoit, and Perinton.

Here are the statistics for this past week, as well as a chart showing the list price, sale price, and days on the market for the sold properties:

As the charts show, there were 13 single family homes that sold in Eastern Monroe County last week. The sale prices ranged from $106,000 for a small ranch in Perinton to $872,200 for a 3,600 square foot new build off of Clover Street in Brighton.

The average days on the market for the homes that sold this past week was 43. Again, the variation was large, with one home selling the day it hit the market and another taking over 4 months.

Finally, the average sale price to list price ratio was quite high at 98%. That goes along with my experience that when homes are priced right, buyers are willing to pay close to asking price! Typically, the longer a home languishes on the market, the less the seller nets in the end.

Overall, sales are beginning to pick up in the Rochester area, and I expect the Spring market to hit fairly early this year with buyers and sellers scrambling to take advantage of the tax credits. Let's see what next week brings!

MLXchange... Making Real Estate More Global!

It's a big week for the Greater Rochester Association of Realtors. This Tuesday, our board will be joining forces with the boards from Buffalo and Syracuse to form a new, cooperative MLS system known as MLXchange.

GRAR Building and LogoWith MLXchange, all the real estate data in our three cities will be shared on a single online system. It should blend the traditional borders between the three metro areas and make cooperation much easier and more common.

Obviously, as agents, we have the potential of conducting business in a much larger area. But, as consumers in the Greater Rochester area, what changes should you expect to see with the new system?

If you receive e-mailed reports or a Client Gateway from your real estate agent, both will have a very different look with the new system. There is a lot more information for you to browse through, including...

  • More photos. The new system allows a maximum of 16 photos instead of 8.
  • Optional room dimension data, although it may take a while for agents in our area to get used to including it.
  • Even in the categories you're used to, there will be more information available. For instance, in the flooring section, you will now see additional types such as laminate, marble, and vinyl.

If your home is currently listed with a real estate agent, they'll need to fill out a form with you by the end of January to ensure they have all the newly added fields. They may also want to come by and take some additional photos.

I've be holding training sessions to teach the agents in my office about the MLXchange system, and it's been a tough transition for some. We've been using the same system for a number of years, and there will certainly be an adjustment period.

In my mind, though, the new system is a step in the right direction for the Greater Rochester real estate community. There has been a move toward larger MLS systems throughout the nation in recent years, and it's about time we created more unity in Upstate New York. After all, the internet has made the sharing of information something consumers expect.

And anyway, increased cooperation can only mean smoother transactions for my buyers and sellers in the Rochester area, and isn't that what matters most?
