The city of Norfolk has the NET, now Portsmouth has the LOOP. Starting April 7, two shuttle buses will circle downtown Portsmouth, traveling from hotels to marinas to a commuter parking and the Naval Medical Center. City leaders hope the buses will draw visitors from the waterfront farther up High Street, into new stores and eateries. Hopefully it will ease parking problems and reduce congestion. A federal grant pays for the buses for three years. The buses are a hybrid diesel so at least they are low-emission.

Will there be a new Midtown Tunnel for Portsmouth? Good question and one VDOT is looking into. Before that can happen, VDOT needs to clarify its postion with the new Hampton Roads Transportation Authority (HRTA). The new tunnel will help conjestion in the area as the Downtown tunnel is one of the most travled two lanes roads in Virginia. A link to I264 will also be included in the new design. The most important item is funding and who will fund the project. Who funds the project determines how much upfront money is neeed. The only thing I can say is that hopefully the state will come up with a better way to pay for the tunnel then with tolls on this tunnel and the downtown tunnel.

The city council has decided not to help The TodiMusicFest with an additional $174,334 for the upcoming season. This could put this years program in jeopardy. Also in trouble is funding for future years. This seems like one of those items you need to do to make the city a better place. Granted that kind of money is hard to give up in a year that has seen hardship everywhere. Hopefully the council can find the funding or maybe the Todi people can find funding elsewhere.

If all goes according to plan, the Holiday Inn will be razed. It will make way for a three phase project that will include up to 240 apartments, 211 condos, 29,000 sq ft of retail and 120,000 sq ft of office space. Other projects in Norfolk have stalled but this project looks to get off the ground running. The stumbling block could be the $14 million Portsmouth would have to put out for infrastructure and grants. The city is already hurting from a failing economy but this may be worth investing in for the long term.
