Last month the Assembly went back to work in Trenton and below are four bills Ridgewood Residents should be watching:

  • A930/S655 directs the NJSIAA to establish interscholastic adapted athletic programs for students who are participating in adapted athletic programs developed by their school district. This bill was passed by the Assembly on a vote of 79 to 0. It has now been sent to the Senate Education Committee for consideration by the Senate.
  • A1943 establishes a three year pilot program to provide instruction in personal finance to high school seniors. On September 22, 2008 this bill passed the Assembly by a vote of 77 to 2. It has now been referred to the Senate for consideration. The pilot program will be offered in six school districts; two in the northern NJ, two in central NJ, and two in southern NJ. The program will develop curriculum that will include instruction on budgeting, savings and investments, credit card debt, and personal financial responsibility.
  • A2250 would eliminate the use of the Special Review Assessments (SRAs) as an alternative to the HSPA which students must pass to meet graduation requirements. This bill was discussed by the Assembly Education Committee with the Department of Education Commissioner, Lucille Davy. Davy did not support elimination of SRAs. No vote was taken on the bill.
  • A3043 requires school districts to develop a Nepotism policy prohibiting the district to hire relatives of Board of Education members, the superintendent, the Business Administrator, the Personnel Director, and the Board Attorney. This bill was discussed in the Assembly Education Committee and no action was taken.

Pension and Benefit Reform

Governor Corzine signed the Public Employees Pension and Benefit Reform Act into law on September 29, 2008. The law raises the retirement age from 60 to 62 for teachers hired after the enactment date. It eliminates pensions for part-time workers earning less than $7,500 a year. Time worked in another state will no longer be counted towards the twenty-five year of employment needed to receive health benefits at retirement.

School Construction

On Tuesday, September 30, seven school districts asked voters for funding for school construction. Four out of the seven bond referendums were approved by voters for a total of $35.5 million. These school districts will receive debt service aid for eligible costs.

Economic Crisis

The crisis in the banking and mortgage industry will impact NJ's budget. Governor Corzine, expecting that the first quarter revenues will be less than estimated, has talked of millions of dollars of mid-year budget cuts.

An amendment to the Economic Bailout Bill passed by Congress last week and signed into law on Friday by President Bush will require health insurance to cover mental and physical illnesses equally. This would eliminate higher co-pays for psychiatric services and assure parity in coverage between mental health and physical health services. The law will go into effect on January 1, 2010 and will increase premium costs for health insurance for employers employing more than fifty people.

DONOHUE IS TOP RIDGEWOOD NJ LISTING AGENT FOR FIRST HALF OF 2008

Aloysius Donohue is Ridgewood's #1 listing agent for the second consecutive quarter, a Marron Gildea & Donohue spokesperson announced recently.

"It's quite a feat to be ranked at, or very near, the top month after month and year after year. Especially when you consider that there are 330+ licensed realtors in Ridgewood, plus all the agents based in neighboring towns that also work the Ridgewood market aggressively. That's a lot of competition," said Peter Marron, a partner with the firm.

Donohue chalks up much of his success to the culture at Marron Gildea & Donohue. "We are hyper-focused on the Ridgewood market and we are small enough, and nimble enough, that we can respond to market trends and market opportunities more quickly than some of the larger firms," said Donohue. "Our team oriented environment and our ability to roll-out new technology very quickly enables MGD agents (myself included) to provide our clients with an extremely high level of service along with a suite of marketing tools that we feel give our clients an advantage in the marketplace."

Having Some Fun In The Process

In addition to delivering cutting edge technology and great customer service, Donohue says it is also important to him that his clients know he views them as friends not "transactions". To that end, he hosts a Client Appreciation Party every year at his home in Ridgewood. This year's event was held on June 28th and approximately 200 Ridgewood residents were in attendance. The party featured a large water slide, a caricaturist, a face painter, a Spiderman bounce house and lots of good food and drinks for all who attended. The MGD partner says the biggest hit this year was when the fully-stocked ice-cream truck pulled into his driveway halfway through the party. "It was a really hot day so the kids loved it - and so did the adults. I never saw so many adults eating ‘bomb pops' in my life," said Donohue.

"It's really great that he hosts this event every year. This is the fourth client appreciation party I have attended. Al was my real estate agent and my first friend in Ridgewood - and I have met so many wonderful people because of him. My children really love the party and I enjoy seeing old friends and meeting new ones here every summer," said Susan O'Connor Horne of Ridgewood.

Do Not Make These Mistakes When Selling Your Home

It can very difficult selling your house in today's market. To increase your chances for a quick sale, you need to avoid these mistakes:

1. Buying a new house before selling your existing home- three or four years ago, many Ridgewood homeowners went looking at houses just for fun. Many times, they fell in love with a house and wound up buying it first and then putting their house up for sale. At that time, it was fairly easy to find a buyer for their house and getting a bridge loan to pay the mortgage on the old house until the sale went to closing. In these days of slow sales and tight credit, you might take several months to sell your house. And you may not be able to find a bank willing to give you a bridge loan. Few sellers have the money to pay two mortgages, two sets of real estate taxes and two sets of insurance premiums for six months or more. Sell your Ridgewood Home first and then go looking for a new house.

2. Pricing the house too high- we all know that Ridgewood Home prices have come down since the peak in 2006 but it's still tempting to set a high price and see if you get any offers. That strategy doesn't work in the market that we are currently in. Real estate agents and their buyers know what kind of house they should be getting for different price points and if your house is overpriced for what the market will bear, no one will bid on your house. A house that has not sold for months is overpriced. A house will sell in any market if it is priced right. A good realtor (Al Donohue) will show you current house sales prices to advise you on the price you should set. Listen to what price your realtor (Al Donohue) advises, after all, they are the experts in the job of selling a house.

Editors Note: Robin, I took a bit a poetic license in #2 above and inserted the name of a good local realtor. Hope you don't mind.

3. Rejecting the First Offer- in this market, buyers may not offer you the asking price. They may offer 5-10% below your offering price. Do not be insulted by any offer. Holding out for more money may cost you several months of having your home on the market. Houses that are on the market for months turn off buyers and they start to give out very low offers, figuring that a desperate seller will take a lower offer just to get rid of the house. In many cases, they may be right. If the first offer is close to your asking price, or a buyer with a lowball offer is willing to negotiate, it may be worth to get a quicker sale. You do not know how long it will take to get your next offer.

4. Not Understanding the Contract You Have Signed - New Jersey contracts permit you to consult with a lawyer within 3 days of signing the contract. This is called "Attorney Review." If you do not understand all of the terms in the contract that you have signed, ask your attorney to explain every term and every paragraph that you aren't sure about. It may turn out that, when you do understand the contract, you want your lawyer to make changes during Attorney Review or even cancel the contract.

5. Refusing to Make Repairs - in this market, every defect that a home inspector finds will be used as leverage by your buyer for a decrease in the purchase price. No matter how much you took off your asking price in the contract, your buyer will still expect you to either repair all home inspection items or give them a significant credit against the purchase price.

6. Not Disclosing All Possible Defects - when you sell your house, you must complete a Seller Disclosure Form. This form asks about your knowledge of defects in the mechanical and electrical systems, whether the roof and basement are watertight, whether all permits have been obtained for any renovations, and any other problems that the seller is aware of. The temptation to hide defects is strong. Don't give in to the temptation. You are actually better off disclosing anything and everything to a potential buyer. If the basement floods after the sale closes, and you disclosed it, the buyers can't sue you. In this litigation-happy climate, don't give your buyer a reason to sue you.

If you are not sure how to proceed when selling your house, consult your real estate agent and your lawyer. They are experts in their field and their advice will save you money and headaches.

This is another Bergen Health & Life review I can agree with. I'd give Van Dyke's "A" for it's great handmade ice cream and it's "throwback" charm. However, if I had to choose, I would still go with Maggie Moo's on Maple Avenue in Ridgewood - but you really can't go wrong either way.

The magazine cites the Bailey's Irish Cream, Amaretto and Chunky Strawberry as the best flavors to try. I will have to take the family there and give it a try. I reserve the right to change my vote from Maggie Moo's to Van Dyke's pending the results of my new field research.

Ridgewood's very own "Brooklyn's Brick Oven Pizzeria" rated best pizza in Bergen County in Bergen Health & Life Magazine's October issue.

Best Pizza in Bergen County

For once, a review I can agree with. My family gets take out from Brooklyn's Pizza in Ridgewood all the time. They have a great menu and the pizza and fresh toppings are excellent. They also make a great garlic bread that actually comes in the shape of a pizza pie, as opposed to a loaf of Italian Bread with butter and garlic salt that you get in most pizzerias. My 2 boys love the mozzarella sticks which also have a unique shape. In fact, they are not "sticks" at all. They are triangle shaped and they are the best mozzarella sticks triangles I have ever tasted.

I do agree that Brooklyn's is the best pizza in Bergen County but they do have one fatal flaw - they don't deliver.

In the interest of full disclosure, Brooklyn's Pizza did tie for the #1 spot with Kinchley's Tavern in Ramsey. I have heard great things about Kinchley's but I have never been there. I have heard tales of long lines at Kinchleys, and since I know what I am getting right here in Ridgewood, I have never bothered to take that long 10 minute drive to Ramsey.

If you live in Ridgewood and don't want to get up off the couch to pick up your pizza, I would also recommend Renato's and Puzo's. They both deliver.
