Cash for keys describes an agreement between the lender and the homeowner where the lenders offers a lump sum for timely vacancy in an orderly fashion. The amount of cash is negotiable and generally covers moving expenses for the homeowners' goods and belongings. The cash is paid after the property is vacated and inspected, assuming that the property is left in good order.
In many cases the agreements are negotiated by the real estate agent that represents the bank. In other circumstances, the attorneys for the homeowner and the bank come to terms on an equitable cash-for-keys scenario.

IS NOW A GOOD TIME TO SELL
I am asked over and over, "Is it a good time to sell?"" what's happening in my neighborhood to home values" in The answer is a complicated one; not as confusing as why did elephant bell bottoms make a comeback, but non the less complex. The truth is buyers buy out of want and need sellers should be selling out of need. Sellers now is not the time for a cash out and run approach the numbers show that over time homeownership is a good investment and that what we are seeing is a small % percentage of homes selling "cheap" as a result of foreclosures and short sales and that once the "foreclosure / short sale" inventor clears out home prices will stabilize and begin to return to normal levels. So Sellers do not head for the exit just because some yelled fire and get trampled in the rush, stop look around and evaluate the situation for what fits you and your families needs in the now and act accordingly.
The Bush administration on Wednesday largely abandoned its plan to buy up toxic mortgage assets and said it will focus its $700 billion financial bailout fund on making direct investments in financial institutions and shoring up consumer credit markets.
The U.S. Treasury Department initially promoted the financial rescue package approved by Congress last month as a vehicle to buy illiquid mortgage assets from banks and other institutions to spur fresh lending.
that plan never got off the ground and U.S. Treasury Secretary Henry Paulson told a news conference asset purchases were not the most effective use of the funds.
Paulson was unapologetic, saying that by the time the rescue bill was passed on October 3, it was clear the asset purchase plan would take too long and would not be sufficient to calm roiling markets
So what are the solutions and where should the money be spent? I can assure you that between today and January 5th we will hear wild idea after wild idea and more then a few CEO and CFO's will hop on their "private" jets to head to Washington to ask for a little handout opps I mean bailout.
However, for Mr. and Ms Homeowner -- it will always to be late, if we wait for government to take action and save the drowning man .. the lake will die up and dust will blow across the bones of all those that waited for Hope and a lifeline.
