Secondly, if you are a first time home buyer of a resale home, you will now be entitled to a land transfer tax refund of up to $2000.
In the 2007 Ontario Economic Outlook and Fiscal Review, the government proposed to expand the Land Transfer Tax Refund Program to include first-time homebuyers of resale homes for agreements of purchase and sale entered into after December 13, 2007. This measure was included in Bill 44, Budget Measures and Interim Appropriation Act, 2008, and, having received Royal Assent on May 14, 2008, is now law.
As a result of this change, first-time homebuyers of resale homes may now be able to receive a refund from the provincial government of up to $2,000 of the land transfer tax paid.
Requirements to qualify for a refund
A spouse of the purchaser cannot have owned a home or had any ownership interest in a home, anywhere in the world while he or she was the purchaser's spouse.

Resale to Cool in 2008
The resale home market in Windsor-Essex, which peaked in 2005, will continue to slow in 2008 and
2009. Sales through the Windsor-Essex Real Estate Board will soften a further three per cent to
4,850 units. Historically low mortgage rates and lower prices will keep the resale market from falling
further. The Windsor CMA is considered one of the more affordable homeownership markets in any
major metropolitan market in southern Ontario. The ratio of required income needed to carry the
mortgage on an average priced home to actual household income received on average by
homeowners in the Windsor CMA is well below that of neighboring communities.
