The Bureau of Reclamation is considering four different plans for recreational use of Lake Berryessa. At issue is that the current facilities have been enjoying a 50 year land lease which is expiring in 2008. I would try to explain what is happening and what is proposed, but I would run out of room trying to outline all the ramifications, so I will link to this UC Davis Cal Aggie article that has it condensed and explained.
Currently there is a lawsuit or two or three pending in various federal courts regarding the people who live in the area and enjoy a right to peaceful enjoyment of property they or their families have used or owned or grew up knowing since they were children.
