The Mystery Bird Revealed
Jeff Bouton a Leading Bird Expert and Speaker did Identify the Mystery Bird... Not an Owl or an Eagle... The Marsh Hawk!

This is an immature (likely female) Northern Harrier - formerly "Marsh Hawk". They one of the only hawk species to utilize their hearing to locate small rodents in tall vegetation so they share the facial disk (aka ruff) that owls have. This ring of stiff feathers functions like a parabolic dish blocking sounds from the side and magnifying the sounds directly ahead of you. If you cup your hands behind your ears you can duplicate this affect!
