MONTGOMERY - Hybrid Kinetic Motors plans a $1.5 billion car plant, employing nearly 6,000 workers, in Baldwin County within three to five years, company and state officials said Thursday.
But state leaders said much work needs to be done - particularly fundraising by HK Motors - before the hybrid car plant can be built, and it is far from certain that the project will be completed.
"We're waiting now to make sure that we have all the pieces in place, so we can move forward on something that could be a really incredible venture," Gov. Bob Riley said during a ceremony in the State Capitol Building.
Riley said he thought the plans would be realized, but added, "There are no guarantees in life."
State officials said they would not negotiate incentives until HK Motors raised more money and gave adequate assurances that taxpayer dollars would not be lost if the program fails.
The Baldwin County Economic Development Alliance has options on 3,000 acres north of Bay Minette and just south of Interstate 65.
