When compared to more than 400 U.S. metropolitan cities, being 9th is not to be taken lightly, especially when San Luis Obispo-Paso Robles is the only Californian city to reach the top 10. According to USA Today, criteria used for judging by Cities Ranked & Rated include economy and jobs; cost of living; climate; education; healthcare; crime; transportation; leisure; arts and culture; and overall quality of life. This year's winner is Gainesville, Florida. The 2007 list can be found in the 848-page book that's authored jointly by Bert Sperling of Sperling's Best Places and Frommer guidebook writer Peter Sanders.
