This is because Monroe County has a very strict Rate of Growth Ordinance (ROGO - trust me, after you've spent a few weeks here, you'll be used to hearing people talk about ROGO!) in order to ensure that hurricane evacuation times can be met and that there are not more homes than the utility companies can support.
