According to the article, 40 metropolitan areas were evaluated according to the past 2 years appreciation rates and vacancy rates. These top 10 cities identified were the most "solid" housing market to purchase in right now.

The average appreciation was recorded at a little over .07% along with vacancy rates at 2.88%.
