Will Rogers once remarked that land was a good investment because they weren't making any more. Obviously, Mr. Rogers never met the Dutch, who, since the 1930s, have reclaimed over a half million acres of land from the sea through the construction of an elaborate system of dikes, seawalls, and pumps. Despite their best efforts, however, their hold on the land remains precarious, since even a slight rise in sea level could be disastrous.
