This is the second time this type of ordinance has been propsed in the City, the last time in 2004 by then economic development director for the City, Tim Schmidt.
With Schmidt and Epstein both running for mayor in the republican primary, it is easy to question Epstein's motivation for bringing the ordinance to the CIty Council at this time, but the ordinance itself has merit in requiring absentee owners to maintain properties to keep neighborhoods safe and free of blight.
