Andrew... It is much harder to put out the fire after it gets going, than it is to educate kids about not starting them. Law enforcement is much the same. Better to have no crime than to constantly be looking for criminals.
Steve...you hit the target in the center. Fighting crime is easier where there is not much of it too. (smile) Glad we live in New England huh?
I don't know about North Carolina, but I suspect that Southern Florida is similar to San Diego in that the areas grew too fast in the '80s and '90s and public service simply never caught up, much less got ahead. It's discouraging, but as long as people continue to overpopulate the United States, not to mention the Earth, it's going to get worse before it gets better.
I think the folks who used to live in a safe, not over populated area suddenly feel what happened to my home town if it was located near growth areas that caused it to explode in every way. They feel like cowards to bailing out but seriously believe it is not going to improve in their lifetime and only get worse so they migrate to rural, smaller areas that remind them of what they used to have, cherish and enjoy. Small town values are hard to beat..with local community spirit and the whole village pitching in.
