Should we fine rude agents?

So what do I say to them? I just want to cool down before I call. I am at a concert yesterday late afternoon when I get a call from an agent wanting to know if they can show a listing on have on short notice. He wants to show between five and six pm. I call the seller. They are at a horse show. their children are showing so they rushed out the door in a hurry in the morning. They say"Oh my, we left breakfast dishes in the sink and beds unmade." The wife agrees to leave the show early and not watch the last classes with her family. She rushes home and straightens up the house. I call the agent and said "Please show as close to 6 o'clock as possible to give her a chance to get things picked up." He agrees. I get a call at 6:30 from the seller. The family came home and she would like to make dinner. The agent is not there yet. I was with a large group of friends at a loud country concert. I could not recover the agents phone number so I told the seller to wait another 15 minutes and then just start dinner, explaining that sometimes a client will spend more time at a home than anticipated and they could be a half hour off. I called this morning to see what time they arrived and my furious seller said "They never showed up!" This was the second time this week that this happened to these sellers. If there was a client this should not happen to it it these clients. They are commited to the activities of thier children. Great parents, very involved. They run their own business from their home office. They are spread thin and it is not easy to keep the house looking like a model home. The home is always clean but sometimes a little lived in. Dishes, towels, laundry. All the normal things it takes an active family to live in their home. In an hour of hustle the home looks wonderful. Just grab the vacuum, throw the dishes in the dishwasher, make the beds and tidy up the bathrooms and a quick mop over the kitchen floor. We have all done it. It is ok to ask my clients to do this.. if we really want to get the home sold. But when two rude Realtors in the same week make this Mom go through this exercise and then don't show up she is justifiably cranky. Why are some agents so damn inconsiderate? Should we have a "No call, no show fine? All appoinments sheduled on line and a $10 fine of you fail to call or show? Have we reached that point that agents with bad manners need a penalty?
