My question is not asked from a political perspective either Republican or Democrat. My question is simply - Is there a monitoring system in place whether computerized or manual that oversees expenditures and operations in the municipalities? They might be covering for example- three competitive sealed quotes on a bid or an operational review of the justification of the expenditure or an ongoing operational and financial critique of a contract. I am not talking about pens, paper or paper clips. Using the example what has been reported that has happened re: PANDA. Whose function in each of the municipalities of Rhinebeck, Red Hook and Tivoli has it been, to be responsible of the contract of these municipalities and Time Warner dating back approximately ten years ago? Questions as who is responsible that the contract is being adhered to, what time periods are set for this review, who decides if there are other companies who might be considered for contract consideration. The PANDA concern seems to reflect an apparent system breakdown over many years. Is this example of PANDA reflective of the monitoring processes of outside companies that township facilitates communication distribution? Is there a written system in place and has the public been made aware of the written system? Is there a strategic plan (1, 3& 5 years) in place that will help the municipalities focus on the specific operational goals with marked expenditures and date goals? I do not know what is in place to accomplish a monitoring system- Is it done town by town when more than one municipality is concerned? However, I would like to create an awareness and appreciation so we can work in a constructive and in a pro- active fashion. Not always stumbling first and then picking up the pieces after the fact problems in a reactive fashion.
