Do you have to be certified to do an inspection on a new construction home?
Well it depends. There is nothing that says that you can not walk around a home and give your opinion on how it is built (workmanship).
The question is do you want to know if it is built (code) properly. Then the answer is yes if you want all the components inspected.
One example of having to be certified would be inspecting the electrical system.

Electrical
If someone tells you that they do new construction inspection ask them if they are using the code as the reference. The code is the minimum standard. If they are not using the minimum standard what standard are they claiming to use? Do not hire a fake.
