Oregon Lawmakers sit Mobile Home owners and park owners down

With Sixty-five mobile home parks being closed in Oregon since 1990, and 31 of the closures occurring in just the past two years, Oregon legislators are struggling to find a viable solution. Oregon House Bill 2735 is aimed at addressing the financial issues this has created for tenants and landlords. If you are an owner of a mobile home in a park this is an issue you might want to get involved in.

Briefly this is what the bill offers:

A Payment of $5,000, $7,000 or $9,000 for a single wide, double wide or triple wide from the park owner; no charge to resident for disposing of the old home; A $10,000 state tax credit that is universally refundable for all tenants displaced by the closure, regardless of income or whether you are able to move your home or not; The landlord who elects to sell to the residents will be able to avoid Oregon state capital gains taxes.

Do you have an opinion as to how this bill could better address the problem from both sides?
