The Delaware River Basin Commission
will hold several public hearings on newly drafted natural gas drilling regulations for the Delaware River basin, which passes through New York, New Jersey, Pennsylvania and Delaware. The commission governs water quality in the watershed and must give approval to oil and gas companies prior to mining for natural gas. Pay and healthcare are the issues that brought talks to a halt as more than
one in five school districts in Philadelphia's Pennsylvania suburban counties remains without teacher contracts. Thirteen of the 63 school districts lack agreements, with talks in two of them dragging on for more than a year. Many show little sign of movement, and teachers are working under the terms of their last settlements. With pressure from residents to keep taxes low, the major sticking points seem to be salaries and health plan premiums.
