Rich Rhys, a senior writer at Philadelphia magazine recently wrote an article about Upper Darby Police Chief, Michael Chitwood. "Not In My Town, Scumbag," points out that there's a high-energy crack-down on crime in Upper Darby, Delaware County, Pennsylvania, a suburb of Philadelphia.
Chitwood is a former Philadelphia detective, and is regularly on the streets, making busts, and cleaning up Upper Darby. He may be the best hope Philadelphia has at turning the tide of violent crime in the city. If he were to approach Philadelphia's crime with the type leadership he has exhibited in Upper Darby, I could forcast great improvements in the Real Estate values in some of the currently "depressed" neighborhoods in the city.
Time will tell, but there seems to be at least a glimmer of hope for the right kind of change...
