Love This one!
We are all familiar with the adage about the glass being half full or empty. However does the same hold true with double pane windows? Now I have seen windows with water droplets in them, I have seen them so badly fogged that a sheet of wax paper would be cleared. But, I have never seen one filled with water. I came across this strange phenomenon while inspecting a commercial day care center in north west Nashville, TN. At first I thought that it might be a tank full of guppies to keep the kids occupied. But upon further review...
