This sounds pretty bad but what it means is that the city of Portsmouth will enact a 10 year plan to wipe out the homeless in the city. I said it again wrong. Portsmouth wants to collect better data on the homeless, focus on prevention, expand housing, and identify other resources to help with the problem. Part of the plan is to commit money to pay for single room occupancy apartments to get people off the streets. It is a plan and even if it doesn't work fully it will certainly be a start.

Hi Gene: I hope the plan to help house the homeless in your area is successful. Like most areas of our country, Austin too has a large homeless population. Recent efforts were made by the city to buy a land site for a mobile home park but local neighbors out-voted it. Sadly, poverty is on the rise and the homeless population is growing.
Aiken has a strong working partnership with a private corp. that works with programs and churches to accomplish safe housing for all. Our City Manager, Roger LeDuc is very helpful and Aiken maybe able to offer suggestions to Portsmouth. City of Aiken, SC 803-642-7600.
Gene - I commend the city of Portsmouth for having a plan to help with the homeless situation. One room apaprtments that are affordable could make a huge difference.
Good title! The single room occupancy sounds like a good way to go. And "wiping out the homeless" is a very good goal. Too many areas just give them a bus ticket to somewhere else.
