Vermont Home Owners, First Time Home Buyer and Investors of Pre-1978 Homes, if you are a First Time Home Buyer, an Investor looking to buy, or you're a Home Owner of a Pre-1978 home. If you are thinking of or have plans on hiring any kind of Contractor to do any Renovation, Repairs and Painting to the home. You'll want to make sure the Contractor and Firm comply with the new Federal law that took effect last 22 April 2010.


The EPA will be the enforcing Federal agency of the new law. As of last 22 April 2010 Contractors, Painters, Landlords, and Property Managers. Need to know follow the RRP (Renovation, Repair and Painting) rule.

, when working in pre-1978 homes and child-occupied facilities, Federal law requires you to:

  • Use lead-safe work practices
  • Be a Certified Renovator
  • Work for a Certified Renovation Firm




In order to for them to call them selves a Certified Renovator, they must have taken and passed a RRPRenovation, Repair, and Painting) class from an accredited training provider. In order for a firm to claim it has Certification to do the work, the onwer must have applyed and payed a fee to EPA.


Vermont Home Owners, First Time Home Buyer and Investors of Pre-1978 Homes, the new RRP (Renovation, Repair, and Painting) rule affects most repairs, remodeling, and maintenance jobs including window replacement, weatherzation, demolition, and any other kind of work that will disturb any painted surfaces of a Pre-1978 home or child-occupied facilitie, such as a School, and Day Care Centers.


Fines for anyone or frim violating the EPA RRP (Renovation, Repair, and Painting) rule can be up to as high as $37,500 per incident.


Vermont Home Owners, First Time Home Buyer and Investors of Pre-1978 Homes, you should also know, that very few Contractors, Renovaters, Painters have actually satisfied this new Federal requirement under the new law. So be very careful who you hire, and you should always ask to see proof of their Certification to do the work.
