What is Mello-Roos?
Mello-Roos assessments are special property taxes levied on California homeowners in “Community Facilities Districts”. The funds are used to provide vital community resources within the district. School districts, public libraries, recreational parks, police and fire stations are common recipients of Mello-Roos funding.
With the passage of Proposition 13 in 1978, local governments needed to develop new ways of paying for community improvements in their areas. In 1982, state senator Henry Mello and assemblyman Mike Roos authored the Mello-Roos Community Facilities Act. Property assessments under this act are now commonly referred as “Mello-Roos taxes”.
What is the money used for?
Mello-Roos bonds provide financing for public improvements that benefit the same district where the tax bonds are assessed. Projects such as school improvements, public roads, traffic light systems, recreational parks, and ambulance services are examples.
How much will this cost me?
Generally speaking, a formula is used that is based on the square footage or lot size of the home, usually not exceeding 1% to 1.5% of the market value of the home, spread over a 20-25 year period.
How do I pay for Mello-Roos?
You have two choices. The assessment can be added to your tax bills every year until your assessment is paid, or you can pay the amount in full at the close of escrow. Since California homeowners move every 7 years on average, most buyers choose to spread the payments over time.

Natalie Vizir, Real Estate Agent and part-time food critic, is always looking for great restaurants. She read about this new family-owned Peruvian restaurant that opened up in the Talega, San Clemente shopping center called Inka Mamas.
She decided to try them, and take the safe take out route. Natalie Vizir was delightfully impressed with everything she ordered. She tried the signature dish, Pescado a lo Chimbotano, a filet of fish cooked in a spicy broth of garlic and chili and served with yucca. It was unbelievable. Natalie Vizir's family members ordered the Lomo Saltado – seasoned beef sauteed with onions and tomatoes, with french cut potatoes. Also, incredible. Very fresh. The take-out menu included baguette slices with this amazing addictive sauce made of garlic, peppers, and cilantro.
And, she was very impressed with the charming design of the restaurant. But mostly impressed with the service and the very professional managing partner, Stavros Lozano, who happens to be related to the owners, Angela Kishijara and Martha White. The recipes were handed down by their mother, and the sisters have taken a techniques and ingredient combinations and worked them into a terrific menu of seafood, beef, lamb, chicken, and vegetarian dishes.
The family-owned Inka Mama’s brings Peruvian cuisine and culture to San Clemente. Natalie Vizir says "try them out – you will not be disappointed". She sent many friends, neighbors and clients, and all have been back.
