What drives Real Estate Values in Fairfield County?

There are two main drivers for Real Estate value in our area. The first is proximity to New York City. Not everyone commutes to NY but everyone competes against commuters for homes. Homes that are closer to NY are worth more in the Market. This is one of the reasons average property values decline (or become more affordable) as you travel up the coast - Greenwich to Darien to Westport to Fairfield. For the most part, Fairfield is the last commuter town. It is not that no one will commute from further out just that most commuters value living in Fairfield or nearer to NY. For a commuter who makes the trek by Metro North every day, minutes count. A home buyer will often measure the trip from a potential new home to the train station and the minute count better be in single digits.

The second driver is the local educational system. School system information is one of the most requested pieces of information for people moving from out of the area to Fairfield. The reputation and high quality of the Fairfield School system boosts property values for all homes whether the owners have kids or not. Fairfield has a reputation of being a family friendly town and a very kid friendly place to grow up.

The quality of Fairfield's Schools have given our homeowners an excellent appreciation rate over the years. In 1995, there were 669 Single Family homes sold in Fairfield according to the local Multiple Listing Service at an Average Sale Price of $338,110. In 2000, there were 795 SF homes sold at an Average Sale Price of $491,354. This represents an increase in value of 45%. In 2005, there were 837 SF Homes sold at an Average Sale Price of $781,305. This is a jump in value of 59%. This is a huge growth in home value and homeowner equity in a five year period. Over ten years, this shows we experienced a 131% jump in Average Sale Price.

So for the person who purchased a home for $491,354 in 2000, they saw an increase in equity of $289,951. This average increase in equity easily out distances the increase in the average tax bill over that same time span. This all goes to make Fairfield a great investment and a great value.

Connecticut wants to TAX All Home Buyers 1% of Purchase Price!!!

State wants to Tax Home Buyers 1%!

OK, what could possibly make today's Real Estate market worse for everyone and kill off the Federal Economic Stimulus program? Our very own Connecticut State Legislature. Bill #6397 is one of the bills to make it out of committee. If it goes forward, it will take effect on July 1, 2009!

This Bill requires HOME BUYERS to pay a 1% tax that would go to Towns and Municipalities to fund Open Space purchases, Brownfields and some other restricted uses (see below). This would have a very significant impact by making all Homes much less affordable in Connecticut.

One Percent doesn't sound like much. But when a buyer is having difficulty coming up with a down payment and Closing Costs to qualify for a mortgage, one percent might really be 10 or even 20 percent of the down payment. How many people can buy a home if the cash needed goes up 20%? Do we really need to make it harder to qualify for a mortgage than it already is?

The State Legislature really should have to do an "economic impact study" before voting on bills like this! Do they realize they could be negating the entire Federal Stimulus bill? Do they realize this looks like they want the Fed Government to spend $700 Million of our tax dollars to help the economy except here in Connecticut?

This would hurt all towns by lowering Conveyance tax Revenue - which can be used for any purpose - and replace it with limited income that has a restricted purpose. Or to put it another way - Let's trade some Town Revenue for a lot less money that we can only use in limited areas. Or how does this sound? Let's encourage towns to lay more people off to balance their budgets because we are killing other sources of Revenue that might save some jobs.

When the Fed Government is doing everything it can to restart the Real Estate Engine in this economy - there couldn't be a worse time to make housing in CT less affordable. This bill will truly hurt every homeowner in Connecticut by shrinking the number of possible buyers thereby lowering everyone's property value. What could our State Government do to possibly hurt us more?

AN ACT CONCERNING OPEN SPACE PRESERVATION.

Be it enacted by the Senate and House of Representatives in General Assembly convened:

Section 1. (NEW) (Effective from passage and applicable to conveyances of real property occurring on or after July 1, 2009) (a) A municipality may impose a buyer's tax on the conveyance of real property at the rate of not more than one per cent of the consideration paid by the buyer in excess of one hundred fifty thousand dollars. Such tax may be retained by the municipality, shall be kept in a separate account and shall be used for any of the following purposes approved by the Office of Policy and Management: (1) Purchase of development rights related to or the purchase of open space land, forest land, farm land or waterfront property by the municipality or by the municipality in cooperation with the state or federal government or with a private organization such as a land trust, (2) brownfield remediation, or (3) other environmental projects.

(b) Transfers resulting in the preservation of open space land, forest or farm land shall be exempt from the provisions of subsection (a) of this section.

This act shall take effect as follows and shall amend the following sections:

To allow municipalities to impose a buyer's tax on certain real property transactions, to be used to purchase or protect open space, forest land, farm land or waterfront property, to remediate brownfields or for other environmental projects.

2009 Tax Credit for Home Buyers!

Tax Credits - The Basics

1. What's this new homebuyer tax incentive for 2009?

The 2008 $7500, repayable credit is increased to $8000 and the repayment feature is eliminated for 2009 purchasers. Any home that is purchased for $80,000 or more qualifies for the full $8000 amount. If the house costs less than $80,000, the credit will be 10% of the cost. Thus, if an individual purchased a home for $75,000, the credit would be $7500. It is available for the purchase of a principal residence on or after January 1, 2009 and before December 1, 2009.

2. Who is eligible?

Only first-time homebuyers are eligible. A person is considered a first-time buyer if he/she has not had any ownership interest in a home in the three years previous to the day of the 2009 purchase.

3. How does a tax credit work?

Every dollar of a tax credit reduces income taxes by a dollar. Credits are claimed on an individual's income tax return. Thus, a qualified purchaser would figure out all the income items and exemptions and make all the calculations required to figure out his/her total tax due. Then, once the total tax owed has been computed, tax credits are applied to reduce the total tax bill. So, if before taking any credits on a tax return a person has total tax liability of $9500, an $8000 credit would wipe out all but $1500 of the tax due. ($9,500 - $8000 = $1500)
