The County of Kauai Housing Office is awaiting the signed agreement with the State of Hawaii for its share of the economic stimulus funds. The County will then be able to purchase REO (bank owned) homes for low inome qualified buyers. These specific funds will only be available to purchase affordable REOs, no million dollar homes or private owner homes. It will be intereting to see how these funds will affect the market. Is this the limbo or what?

When I was a kid when i went to parties we used to do a dance called the limbo. Two people would hold a post or rod or something and the person dancing would contort themselves and attempt to scoot under the "limbo bar". Each time the bar would be lowered until one could not go under it. For three days in a row, I have been bombarded by lenders promoting their new lower, lower, lowest rates. Could we begin to see interest rates in the 2's or 3's. Kind of like the limbo, the question is "how low can you go?"

Here's a little graph and comment from my friends at Central Pacific Bank about the rates and the status of their current rates as of yesterday.

Of course on Kauai, where the median price is still above $500,000, many of our buyers need JUMBO loans, and when it comes to the jumbo market, I don't quite see the lenders doing the limbo. Eventually I am hopeful that the jumbo loan market will free up and those rates will head south as well.

14 REO homes/condos are now listed/available for sale on Kauai. This is the most ever listed on Kauai. Some REOs are priced right and sell quickly. Others take a few price reductions until they hit the right price threshold. Savvy buyers know that banks will often keep reducing their price until that threshold is met. However there are a few lenders who are not reducing their prices as quickly as they should. Some are just misinformed, due to outdated appraisals and some are just unwilling to take such a large hit. However it is not a good strategy to keep on waiting to see how low the banks will go if you are truly interested in a property. There are buyers out there who are buying when the price is right.
