Arlington Place will provide residents and guests will endless opportunities for recreation and relaxation. The Outfitters Center has a brand new dock that provides access to Mill Creek. Our beautiful Welcome Center greets you as you enter the neighborhood and the Gate House provides peace of mind. The newly opened Burton Village Clubhouse features a spectacular pool, fitness room, basketball court, playground, volleyball, horseshoes, and tennis courts. The centerpiece of Arlington Place will be Arlington Harbor, a 19-acre deepwater marina that will provide hurricane hole protection, a boat ramp, harbor master, and complete docking services. Other plans include scenic lakes, docks, village greens, neighborhood parks, walking trails, as well as the Marina Club with a pool, fitness center, locker rooms, restaurant, meeting room and a tiki bar. The views are endless with elevations 25 feet above sea level and the Neuse River. Everywhere you look, you truly get a sense of what the coastal lifestyle is all about.

Real Estate Information: Arlington Place offers a wide variety of residential properties including waterfront homesites on the Neuse River and Mill Creek, as well as scenic marsh, wooded, and marina village homesites, town homes, and villas. Initially the four types of homesites will be classified as:

Riverfront homesites - Estate size homesites, .5 to .75 acres, overlooking the 3 mile expanse of the Neuse River. Views are amazing, as most homesites are at least 20 feet above sea level at the bank of the river. Prices start around $300,000.

Mill Creek homesites - Estate homesites from .5 to 1.5 acres, many with water and marsh frontage and views along Mill Creek and/or the Mill Creek Canoe Club. Pricing is from $100K to the low $300K.

Lakefront - Homesites ranging in size from .35 to .7 acres with views of our lakes. Prices ranging from $100K to $200K.

Estate homesites - These homesites range in size from .5 to 1.3 acres. Many are found alongside the numerous protected marshlands and neighborhood parks. These sites typically offer the greatest privacy from other neighbors and range from $90K - $175K.

Neighborhood homesites - Traditional neighborhood style homesites from .5 to .7 acres, typified with distinctive hardwood oaks, sycamores, and long leaf pines that have stood on the property for generations. These homesites range from $65K to $90K.

Annual assessments: All property owners will belong to and be assessed by the Arlington Place Homeowners Association to cover the expenses of operating and maintaining the common infrastructure including but not limited to the roads, guard service, roving patrol, common area maintenance, and street lights within the community. POA dues will also go toward the many neighborhood amenities in Arlington Place including Burton Village Amenity Center, the Outfitters Center, lakes, parks, walking trails, docks, etc. The POA dues are estimated to be $75.00 per month for unimproved property and $100.00 per month for improved property. Some of the neighborhoods within Arlington Place may be subject to a Sub-Association assessment as well as the Master Association, for neighborhood-specific maintenance and amenities.

* Assessments (dues) will be payable on a semi-annual or annual basis.

Utilities: All utilities will be installed underground and will include electric, telephone, cable TV, public water, and central sewer where private septic systems are not feasible. Initially, all homesites will be offered with approved local septic service until such time as central sewer service is available to the community. Pamlico County Water tap fee: $3,500.00 (available in Phase 1) Septic system installation estimate: $3,500.00 average

Roads: All roads will be paved. Some roads may have a concrete ribbon edge, others may have curb and gutter. The intent of Arlington Place is to protect the rural character of the community by encouraging roads and alleyways that have pedestrian traffic and calm automobile traffic as much as possible.

Privacy: Planned 24 Hour Guard Gated entry on Burton Farm Road. There will also be a roving patrol throughout the community to assist with the safety of residents and their guests.

Property Taxes: Property taxes are prorated as of the date of closing on a homesite. Pamlico County property taxes are sixty-five cents per $100.00 of assessed value. Minnesott Beach property taxes are eighteen cents per $100.00 and the local fire response tax is three and one-half cents per $100.00 of assessed value. For example, at the combined rate of $0.8675 per $100 of assessed value, the annual taxes on a $100,000 homesite would be approximately $867.50.

Private Club Amenities (Arlington Harbor Marina Club): A portion of the amenities at Arlington Place will be operated as a private club within the community, including the Arlington Harbor Marina Club and the associated wet and dry slips in the Marina. Property owners may elect to join the private club if they wish to use the Marina Club amenities. Additional membership fees and dues will apply to the use of the Marina Club amenities and slips. There will be no obligation for property owners to join the club. The club is proposed to include an elegant clubhouse as its centerpiece located along the Marina basin. The primary clubhouse is planned to include a restaurant and tiki bar, day spa, men's and ladies lounges, private meeting facilities, club offices, fitness center, swimming pool, and event lawn.

Marina: Arlington Place is currently planned for and the Developer has applied to obtain the permits needed to construct and operate a 19-acre inland marina to access the Neuse River. The marina facility is planned to include approximately 282 wet boat slips of various sizes and additional space for dry boat storage slips. Initially, the slips will be for sale exclusively to Arlington Place property owners on a first-come first-serve priority, based upon when the property owner closed on their initial real estate from the development company. A provision company, boat ramp, tackle store, restaurant, dry storage, and Harbor Master are planned for the marina. There are also preliminary plans for a small retail area and fuel store to meet the needs of our residents. The marina facility and associated amenity plans are conceptual and subject to change.

Golf Membership: Arlington Place has been annexed into the town of Minnesott Beach, where there is Minnesott Beach Golf & Country Club which includes an 18 hole golf course. Many of our new residents will appreciate the convenience of a practice facility and golf club nearby. Medical Services: Craven Regional Medical Center facilities is located in downtown New Bern. Ambulance services are available through 911. The community is served by the Pamlico County Sheriff's office and Arapahoe Volunteer Fire Department also by dialing 911.

Schools: Arlington Place is served by the Pamlico County School System and supervised by the North Carolina Department of Education. Additionally, the Arapahoe Charter School is located on highway 306 across from the main entrance to Arlington Place.

Architectural Review Committee: Arlington Place has made great efforts to protect the architectural character of the region as reflected in our Architectural Review Committee Handbook. The "Coastal Country" styles we espouse are timeless and exhibit a simpler lifestyle that allows residents to connect with one another and life on the river. Currently, the homeowners association has elected the Arlington Place management committee to manage the architectural review approval process through its team of professional consultants.

I am asked this question a lot by those who may be considering placing their home up for sale. The picture is not as pretty as we might like, but perhaps it will help you understand what is, and has been happening. The graph shown is for homes only, lots and commercial properties are not included. This graph shows the number of homes sold in Pamlico County each quarter since January 1, 2008.

As you can see, during the past year there have been a total of 67 homes sold in all of Pamlico County, or an average of about 5.58 homes sold per month. Currently there are 213 homes actively listed for sale in the area.

When there is a 6 month supply of homes, it is considered to be a normal, balanced market. Less than a 6 month supply is a Sellers' market, and more than a 6 month supply is a Buyers' market.

Using the figures above, you will see that Pamlico County has more than a 38 month supply of homes on the market at the present time. This puts us very deeply into a buyers' market, meaning that there are more homes available than there are buyers to absorb the excess in a timely manner.

Having such a large supply of homes is an indication that prices for many of the homes are too high. If you are thinking of purchasing a home in the area, be sure to select an agent who will prepare a current Comparative Market Analysis for you on any home you select.

Yes, homes are being sold and buyers are naturally picking the best values for their dollars. This means that any home being placed on the market should be immaculately clean, in good repair, and priced about 5% below its current market value. Otherwise, that home could be on the market for a very long time.

Moke Work

Let's address the two main questions first. Whenever and wherever I go in my little "jeep", everybody seems to love it, and very few have ever seen one before. So, I frequently get stopped by people (including police officers), who ask me the same two questions:

  1. What is it? and...
  2. Where can I get one?

What it is... is an Austin Mini Moke, the most unusual variant of the old "classic" Mini from the 60's. It is about 4 1/2 feet wide and 10 feet long, has a 4 cylinder 1 liter engine, 4 speed transmission, gets 42 MPG and the book says top speed is 81 MPH.

The Moke was designed in the late 50's, to be a replacement utility vehicle for the British Army. The British Army chose not to purchase Mini Mokes, and a very limited number were produced between 1963 and 1993. They were never "cheap", and still aren't.

Where can you get one? You might find one on eBay, or I can connect you with sources.

Anyway I got my little Mini Moke out of it's garage just before Independence Day, and found that it needed new rear wheel bearings. My parts supplier had them in my hands two days later.

With the new bearings installed, a short test ride followed. Within three miles, I discovered that it was also time to install a new exhaust system. In the photo above, the old exhaust system has been removed and the new one should be installed before the weekend.
