This is now a LAW for all properties in Baltimore County

35-2-206 Address Numbers

(a) "Owner" defined. In this section "owner" means the person whose name appears on the tax records of the county for the property at the time of an alleged violation of this section.

(b) Display. The owner of improved property shall prominently display numerals or letters, at least three inches in height, designating the address assigned to the property.

(1) In a conspicuous space on or about the property.

(2) On a conspicuous background: and

(3) In a location that is unobstructed and clearly visible.

(i) From the street, road or alley providing public and

(ii) providing public vehicular access to the rear of the property.

(c) Enforcement. In addition to the Fire Department, an inspector, Health Department Agent, The Police Department, The Department of Permits and Development, or The Department of Public Works may issue a warning notice to an owner.

An Owner who does not comply w/ a written warning notice issue under this section is subjected to a civil penalty.

Baltimore County Rental Housing Licenses Law

All buildings or a portion of a building that contain one to six dwelling units intended or designated as rental units must register and be licensed with Baltimore County on or before January 1, 2009 (extended deadline).

All buildings or a portion of a building that contain one to six dwelling unites intended for rental must be inspected by a Maryland State Licensed Home Inspector.

What will the Maryland Licensed Home Inspector Look for:

Some of the items checked for:

  • smoke detectors
  • electrical system
  • all plumbing - functional
  • windows are operational
  • proper ventilation of all combustion appliances (furnace, hot water heater, dryer
  • secondary means of escape from sleeping areas
  • no exterior safety hazards
