After many of the big lenders were given bail out money to keep them from failing so that there would be good supply of money to lend, many lenders are tightening up their rules even further.
Sometimes it's like pulling teeth to get a loan.
And don't even bring up anything over $580,000 if there isn't 20-30% down. There is no private mortgage market for loan amounts over $580,000 - so buyers who want to put down 10-15% and have fantastic credit, still can't get a loan.
The first time home buyers are taking the banks foreclosures and short sales off their hands - but this doesn't produce move up buyers.
So, the banks are taken care of, but what about the rest of the public? Where's help for the good credit risks who don't want to pillage their IRA's to make the down 25% instead of 10% - but can afford the payments with the 10% down?

Placerville, CA area east of Sacramento offers affordable residential living with 91 active listings. Prices range from $89,000 for a 2 bed/1 bath to highest list price of $875,000 for a 5,000 Sq Ft home on .68 acres. There are 28 pending sales with average days on the market of 42 which is tremendous average for an in town seller in Placerville.
There were 39 sold listings in the last 3 months -with average days on the market decreasing to 66. List to sales price has increased to 94.4%.
The rural areas surrounding Placerville include the areas of Greenstone, El Dorado, Diamond Springs, Pleasant Valley, Somerset, Fairplay, Mt. Aukum, and Grizzly Flats. The active listings on acreage are 223 - which is a small decrease from last report. This gives buyers many properties to choose from. Rocklin/Roseville area east of Sacramento, CA is a very active market! There are currently 834 active listings of single family homes in Roseville/Rocklin area. Prices range from $79,900 for a 2 bed/1 bath bank owned in Roseville to $1,900,000 for a 6,000 sq ft home in Whitney Oaks in Rocklin. There are 217 homes priced under $250,000 showing the affordability of this desirable area.

If you've wanted to live in El Dorado Hills due to its excellent location, terrain, schools - this is about as close to the best time to buy the home you've been dreaming about. There is still great inventory, but will they be affordable a year from now? Right now there is still choice, and excellent deals to be made. But the lowest priced homes are being gobbled up.
El Dorado Hills has 323 active listings. Home prices range from $255,000 3 bed/2 bath short sale to a newer 6900 sq ft home in Serrano priced at $2,995,000.
There are 80 homes for sale priced under $400,000 and 49 homes priced over $1,000,000 indicating both affordable and luxury living is available in El Dorado Hills.
There are 61 pending sales with average days on the market of 68. There are 181 sold listings in the last 3 months with average days on the market of 77. Average list price to sale price is stable at 96.6%. The number of sold listings is almost double the amount of sold listings in April!
