The first counseling session is a group session held on a regular basis (although spaces sometimes fill up quickly), followed up by a one-on-one appointment. What is it?This program provides funding that can be used as closing cost and down payment assistance. Who is eligible?First-time homebuyers :1) Have not owned a home in 3 years2) Purchasing a home in Baltimore City.3) Executing a contract of sale on August 1, 2009 or later.4) Family incomes are 80 percent or below the area median income. Income Guidelinesare posted below:Community Development Block Grant Program 2009 Income Limits: 1 person $44,800 What are the benefits?$$5,000 down payment and closing assistance structured as a 5-year loan forgivable 20 percent per year. What are the restrictions/loan terms?Buyer must contribute at least $1,000 towards purchase and must use the property as the principal residence. The HQS home inspection must be conducted by a member of the National Association of Home Inspectors or the American Society of Home Inspectors. The home must be free of any flaking, peeling or chipping paint inside and outside, and the HQS home inspection must document that there are no unstable paint surfaces. Closing on the property must occur within 90 days of the contract date.
