HOMEBUYER ASSISTANCE PROGRAM
WHAT IS IT? A homebuyer assistance program (HAP) for first time homebuyers in Berkeley County and the City of Martinsburg. HAP provides income-eligible first time homebuyers with a deferred no-interest loan for downpayment and closing costs. The loan is forgiven if the buyer remains in the home for the term of the loan. The amount of the loan depends on the buyer's need for assistance.

• TERMS ARE 5 YEARS FOR LOANS LESS THAN $15,000; 10 YEARS FOR LOAN OF $15,000 OR MORE.
• HAP LOAN DOES NOT NEED TO BE REPAID IF YOU REMAIN IN THE HOME FOR THE TERM OF THE LOAN (5 OR 10 YEARS)

Finally after over a year my log home in Boonsboro Maryland is completed. Well mostly at least! Being the general contractor and completing a good portion of the work myself definitely is a time consuming process. Having going through the entire process from purchasing the land, obtaining the required permits, establishing all the utilities, building codes, to obtaining the final occupany permit really gave me a better understanding of the entire process. I just had someone contact me the other day regarding a 7 acre lot they were interested in selling. As we all know the housing market is slow but the land market is REAL SLOW. To give this person and idea about the land market in Frederick County I sent her some stats which are as follows.
Currently there are 115 active land listings in Frederick County in the 5-15 acre range.
There are 6 currently under contract. Four of which are either commercial or development potential.
And now for the biggy. ONLY 4 lots have sold in the last six months in this 5-15 acre range with the prices ranging from $99,900-$292,500.
Since many buyers have slowed in home buying even fewer buyers are looking for land.
The next few years may be the best opportunity to find fantastic deals on land as sellers cut prices down on these lots.
