Country setting in your future? If you are considering buying vacant land in Racine County to build a home on there are many issues that need to be addressed.
Typically rural property is not serviced by sewer or water. Part of your due diligence will include hiring an experienced professional knowledgeable about private sanitary systems and water wells. I have seen properties that are represented to be ready for a traditional private sanitary system, prices in Racine area range from $8k-$20k, only to find out a traditional system is not allowed. A non-traditional or experimental system can double the cost.
I have had a recent experience in a local area, Mt. Pleasant, that is not serviced by municipal water. It is a small development, 6 homes on 6 acres. The builder checked on water well information that indicated water should be found anywhere fro 90' to 140' below surface based on a dozen existing homes, and the depth of their wells. The first well came in at 120', the second at 135', the third? They stopped drilling at 340'! Oops! They moved the drill over 15' and hit water at 130'. (Is this where the phrase 'hit and miss' originated?)
Is the property subject to a Land Use Penalty? Wisconsin assesses agricultural land at a considerably lower value than non-agricultural land. When agricultural land is sold and the zoning is changed to accomodate a new use, the property is reassessed and a land use penalty is assessed on the portion of the land with the new use. To calculate the penalty that will be assessed contact the Wisconsin Dept. of Revenue
Wetland Regulations also affect a majority of rural property and it's ability to be developed. Check with the Wisconsin Dept. of Natural Resources for more information.
Check with the municipality the property is located in to see if your proposed use is allowed under the current zoning, and if it is not allowed, what is the possibility of getting the property rezoned.
Many other issues may also arise depending on the size of the lot/development.

Dr. Lauren Salton Clark Memorial Fountain was dedicated on July 25, 2003. Dr. Clark died on February 1, 2003 in the Space Shuttle Columbia disaster.

Dr. Clark was born in Ames, Iowa, but considered Racine her hometown. She graduated from Horlick High School in 1979, received her B.S. from UW-Madison in 1983, and received her Doctorate in Medicine fro UW-Madison in 1987.
She began her Military career as a Medical Doctor in 1987. She specialized as an Undersea Medical Officer, a Naval Flight Surgeon, and a Diving Medical Officer.
In 1996 she was selected by NASA for Astronaut Training.
On her only mission, a 16 day flight dedicated as a Research and Science Mission, Dr. Clark was part of a crew that performed 80 experiments. As Dr. Clark orbited over Racine she joyfully noted she was able to see Wind Point jutting into Lake Michigan.
During the summer, children and adults are seen frolicking in the fountain, enjoying the gentle moments in life with each other.
