Longmont, Firestone on collision course, an article from The Longmont Times-Call, reports that this month, Firestone officials are scheduled to decide whether to annex land across the street from Longmont city limits. Longmont leaders will in turn ask Firestone to slow down before voting on the annexation or before adopting an updated master plan that would stretch to Longmont's borders. The land being considered for annexation is Fairview Estates, 74 acres on the northeast corner of Colo. Highway 119 and Fairview Street. Firestone planning coordinator Rebecca Toberman said Fairview owners submitted applications Feb. 13 to Firestone to annex into the town and zone the land for residential and commercial development.

Hope Now: We've helped 1M home owners, an article from CNNMoney.com, reports that Hope Now, the foreclosure prevention coalition put together with the Bush administration's support, claims success in helping at-risk mortgage borrowers stay in their homes. According to Treasury Secretary Henry Paulson, the groups have reworked more than 1 million mortgage loans since July. Of those borrowers, 278,000 saw the terms of their mortgages modified, while the remainder were put on repayment plans. Paulson told National Association of Business economists on Monday that loan modifications alone increased 19% from December to January. He added that by comparison, foreclosure starts increased just 5% during the same period. "I am encouraged that the number of borrowers receiving help is rising faster than the number entering foreclosure," said Paulson.

Big potential for ConocoPhillips site, an article from The Rocky Mountain News, reports that on Thursday, several experts said the 432-campus in Louisville purchased by ConocoPhillips could be rezoned to easily handle 10,000 or more people. Tom Clark, executive vice president of the Metro Denver Economic Development Corp., said if you do the math the land easily supports well in excess of 10,000 on the site. Clark said, "This would dwarf any economic development deal in the history of the state." Paul Wood, planning director for Louisville, said ConocoPhillips could easily rezone the property from industrial, allowing 5 million to 5.5 million square feet of a wide range of buildings, from offices to industrial to research and development facilities, and even retail and hotels. Bill Tanner, a ConocoPhillips spokesman, said it would be "speculative and premature" to comment on the number of people who ultimately will work on the campus. He said, "We'll be putting teams together to work out long-range plans."

Foreclosure prevention plan under attack, an article from CNNMoney.com, reports there are two bills before Congress that would give bankruptcy court judges the authority to reduce mortgage debt, which could save thousands of borrowers from foreclosure. The prospect of having judges seize control of their mortgage portfolios has lenders angry and consumer advocates argue that such a move makes sense given the current mortgage crisis. Both the Emergency Home Ownership and Mortgage Equity Protection Act of 2007 and the Foreclosure Prevention Act of 2008 aim to provide relief for some home owners in bankruptcy. Only borrowers who live in their homes and hold subprime or non-traditional mortgages, like interest-only loans, would be eligible. Ellen Hornick, an attorney for the Center for Responsible Lending said, "This will help 600,000 households avoid foreclosure this year and next." Steve O'Connor, the senior vice president for government affairs at the Mortgage Bankers Association (MBA), claims this could add upwards of one-and-a-half percentage points to everyone's interest rates. A vote on the Senate bill could come as early as next week.

Update on HB 1161 and HB1165
HB 1161 and HB 1165 are steadily working their way through the Colorado General Assembly. HB 1161, sponsored by Rep. John Kefalas (D-Fort Collins), Rep. Randy Fischer (D-Fort Collins), Sen. Steve Johnson (R-Fort Collins) and Sen. Bob Bacon (D-Fort Collins) would provide protections for ground water impacted by in situ leach uranium mines.
HB 1165 is also sponsored by Rep. Kefalas and Rep. Fischer, along with Sen. Brandon Shaffer (D-Longmont) and Sen. Bacon and would ensure local government authority over mining operations that threaten water quality or public health. Both bills have been assigned to the House Agriculture, Livestock and Natural Resources Committee.

...A fight is well under way over proposed uranium mining near Nunn in north-central Weld County. It's the big industry -- Powertech Uranium Corp., versus the little guy -- the farmers, ranchers and residents in the area, concerned the mining will contaminate their ground water...
...Time and time again, mining companies have assured their operations would not affect the environment or residents' quality of life. Unfortunately, time and time again, they have failed...
That's why the government must do all it can to protect residents from potentially harmful mining operations. We support two bills currently before the Colorado House that would take a first step toward doing just that.
House Bill 1161 would require that companies such as Powertech clean groundwater to pre-mining quality after it finishes operations. House Bill 1165 would give local governments more control over what sort of mining is allowed in their communities.
It is essential that state and local governments have the power to oversee application and operation of mining operations. It must have the power to protect residents...
