Rail Terminal Gains Urgency

Businesses waiting to get into U.S. 17 site

A truck-to-rail intermodal freight station off U.S. 17 east of Punta Gorda is still being delayed for lack of financing. The fact that "intermodal" -- anything that connects any combination of road, rail, sea and air carriers -- is one of the hottest topics in transportation may finally turn the deal around.

Don Root, county economic development director, said that the terminal needs to get state recognition as an "emerging strategic intermodal system." This opens up some funding avenues that are not currently available. The project has at least generated some favorable correspondence among Florida Department of Transportation administrators.

There are users for the site, including the Charlotte County Industrial Development Authority, which voted Monday to become a co-applicant for about $700,000 in state financing needed for road improvements. The IDA has already approved an incentive package for a company that plans to locate at the intermodal station. The firm's name is still being kept confidential.

The IDA's co-application would apply to only part of $8.65 million that the developer, Weiler Engineering Corp., of Port Charlotte, is attempting to borrow from the State Infrastructure Bank, an arm of the FDOT.

The project would be built in two phases -- the first 20 acres, and then an additional four, Weiler said. The largest expense would be extending the Seminole Gulf Railroad tracks and installing handling equipment. Roads would have to be built through the site. The property already has waterlines, but no sewer.

Developer Jeff Weiler, president of the engineering firm, said that he is talking to several industrial prospects. One of the most promising is a diesel engine refitter.There's also some potential for commercial development, as the site sits in the northeast quadrant of Interstate 75 and U.S. 17, making it a natural location for gas stations, fast-food restaurants and other tourist-oriented businesses.

Attorney Jim Humphrey, stepped out of his role as Legal Council for IDA on Monday to urge economic diversification throughout Southwest Florida. "We have seen the results of being tied to service industries. We have seen the results of being tied to the construction. We don't have enough industry, we don't have enough businesses that create jobs and it's really hurting us,"Humphrey said.

Best time to buy may be when no one else is

Can you remember what "everyone" seemed to be talking about 10 years ago?

In the business world, it was becoming wealthy with initial public offerings (IPOs), usually with Internet-related companies.

For example, in September of 1998, eBay went public with an offer price of $18, opened for trading at $53.50 and closed the day at $47.38. And eBay was just one IPO with stellar first-day returns, making for many exciting headlines.

There is a field of economics called Behavioral Finance. BF explains that prices are ultimately determined by supply and demand, but in the interim, are often affected by the behavior of the masses.

The "masses" are you, me, our friends, families and everyone else who reads news-papers, magazines, watches TV or listens to the radio.

Social psychologist Solomon Asch was one of the first to study group behavior and incorrect decision making. In the 1950s he did an experiment in which a group of participants was asked to answer a simple question that any child could correctly answer.

But Asch added a twist to some of the experimental groups. He recruited six of the seven participants to deliberately give the wrong answer before the seventh participant had an opportunity to answer. Asch conjectured that it was social pressure that caused the seventh participants to give the wrong answer even when they knew it was wrong.

In another study, social psychologists put a single person on a street corner and asked him to look up for 60 seconds. Only a small fraction of the pedestrians on the street stopped to see what that person was looking at.
But when five persons were put on the same street corner looking up, four times the number of people stopped to also gaze at the empty sky.

When 15 people were put on that same corner looking up, almost half the passersby stopped and looked up. Clearly, increasing the number of people involved increased the percent of passersby willing to participate in the same behavior.

One of the most successful investors of all time, Warren Buffett, said, "Most people get interested in stocks when everyone else is. The time to get interested is when no one else is. You can't buy what is popular and do well."
