Time to lower your taxes? You could, you know by doing a "Tax Appeal."
Technically you are appealing the assessment that was placed on your property and provides the basis for your tax bill. In Pennsylvania, tax assessment appeals are handled at the county level. It is a straight forward process with the home owner providing the county tax appeals board with recent market data (neighborhood home sales, appraisals, etc.) regarding their home's value (an Appraisal by a Pennsylvania Certified Appraiser is generally recommended).
Based upon a short hearing and the documentation provided by the property owner, the board sets a fair market value for the property. The board then applies the appropriate Common Level Ratio (CLR) to the fair market value to arrive at the new assessed value.
Pennsylvania typically posts updated CLR's on July 1st of each year. Note that the CLR factor is frequently quoted as the reciprocal of the listed numbers below. For example, in Chester County, the reciprocal of 1.89 is .53. If .53 is utilized in the formula, the calculation would be Total Assessed Value divided by .53.

As an example, The Chester County CLR for 2009 is 1.89. If your home is located in Chester County and has a Total Assessment of $450,000, in 2009 it is presumed to be worth $850,500 ($450,000 x 1.89 = $850,500). Please be aware that this is just an example. In addition to Chester County, we also complete property tax assessment appeal appraisals in Delaware County, Bucks County, Montgomery County and Philadelphia.
