The Pennsylvania Housing Finance Agency (PHFA) - state program for 1st time buyers with income limits plus a recently added program called "K-Gov" which does not have the income limit requirement and allows your FHA 1st time buyer to get an advance on the tax credit to use towards down payment and closing costs (up to $5000 for an existing home and up to $6000 for a new home). Rates are a little higher than market; but the big advantage is being able to use some of the tax credit towards down payment. www.phfa.org

The Rural Development Program through the USDA - 100% financing for properties in specific geographic areas for buyers who meet the income restrictions. In Chester County, it's generally west and north of Coatesville and Kennett Square on south. There is no 1st time buyer requirement; however, we must prove that the buyer does not currently own adequate housing. There is no monthly mortgage insurance premium, just a 2% guarantee fee which can be financed in the loan. Seller can pay all closing costs. All certs are required -- septic, well and termite. No in-ground pools are allowed. The Housing Partnership of Chester County - homebuyer assistance program throught the county offers up to $10,000 as a 2nd lien on the property with no monthly payments. Requires homebuyer education to participate and is pretty restrictive with income limits, but is a great program for those who are eligible. http://www.housingpartnershipcc.com/. Veterans Administration Housing Program (VA) - Seeing a lot more demand for VA financing. It is 100% financing with no monthly mortgage insurance, just a guarantee fee that can be financed in the loan -- usually 3% but is waived for vets with va-related disability. The Connoisseur Tasting will run from noon until 1:30 p.m. and the Regular Fest hours are from 2-6 p.m. Tickets for the Connoisseur Tasting are $60 and Regular Brewfest tickets are $35. All proceeds from the Brewfest benefit Historic Kennett Square and its mission to make Kennett Square a social, cultural and economic center.
