Due to the strong suction in pools and spas that has been known to entrap children and cause injury or drowning deaths this new federal law is being enacted. Under the new federal Virginia Graeme Baker Pool and Spa Safety ACt, a public pool or spa includes pools and spas open to the public, along with those for residents of multi-unit apartment buildings or multi-family residential areas.
