Realtors say Big Island market is adjusting in favor of buyers

Vog inquiry a step in the right direction
Sunday, June 1, 2008 8:02 AM HSTSo far, the vog wafting from Halema'uma'u has been little more than a nuisance. Itchy eyes, headaches, sore throats and some limited crop damage have thus far been about the extent of the problems caused by the stinky exhaust.
But what if it persists for months, years or even decades?
A new state House committee will try to answer that question. The committee, chaired by Rep. Bob Herkes, will examine the impact sulfur dioxide emissions is having on the environment, human health and the economy.
Although we doubt the committee would have been formed had the vog not fouled the air over Oahu and Maui, we applaud its creation. This is time and money well-spent, and it's exactly the kind of subject the Legislature should explore.
That's because vog is a potentially serious problem that is likely to linger. Scientists warn that the current Kilauea eruption could go on for decades, which is troubling because the volcano is belching out up to 1,500 tons of sulfur dioxide gas per day -- about 10 times what it was spewing just a year ago.
While there's probably little that can be done to control emissions from Kilauea -- that's Pele's kuleana -- there are still many things the committee can do to help ease the public's concerns.
The first is simply to gather the facts. Currently, there's a troubling lack of good information about all the potential ways vog could harm our way of life.
The committee will start tackling that this week, when it sends letters to key agencies statewide -- including the Department of Health, Department of Agriculture, and Civil Defense -- asking them to help the lawmakers assess the perils associated with prolonged sulfur dioxide exposure.
The committee wants to gather expert opinions about what elevated SO2 levels will do to crops, livestock, pets, water supplies and catchment systems, tourism, recreation, health, property values, and the overall island economy.
After the responses are collected, the committee will share its findings with the public and issue a final report next year.
And that's when one of toughest questions of all will need to be addressed: What government polices, if any, will be needed to ensure the well-being and safety of the public?
Herkes raised that sobering issue last week when he spoke with this newspaper.
"I'm not trying to be alarmist," he told the Tribune-Herald, "but at what point do you tell people ... they need to move? We've moved people out of the tsunami inundation zone. If this goes on for decades, we may have to look at this as a long-term policy."
That's the worst-case scenario, of course, but it certainly warrants discussion. Even if the situation never gets that dire, we're glad state lawmakers are starting to get serious about vog, and we're eager to see -- and report -- what they learn.

Ten Things YOU Can Do to Lessen Adverse Health Effects of Vog
First, it is important to note that individuals may have a wide range of sensitivity to vog.
- Drink lots of fluids to loosen mucus and clear lungs. Hot tea may be especially good. (Caffeinated teas also contain theophyliine - a bronchial dilator, further, both of these materials also help the clearance of the lungs).
- Don't overexert yourself when vog levels are high. Even better, take it easy.
- If practical, avoid high vog areas during times of thick vog.
- Avoid exposure to other air pollutants on the job and at home. Consult your doctor, or if possible, a toxicologist or an industrial hygienist.
- Don't smoke, and avoid people smoking or burning trash, especially during vog episodes.
- When vog is strong, avoid contact with colds, flu, molds, mildew, pollen, and dust. (Some of the lung clearance and immune functions could be compromised by high vog.)
- For very high vog, stay indoors, close the windows, and run an air purifier or air conditioner. Indoor plants (especially spider plants) may help clean the air. You also can try hanging up sheets that have been soaked In a mixture of one teaspoon of baking soda to one liter of water (which can help trap acid aerosols and gases.)
- Keep any respiratory and heart medications you use handy. Consult your doctor.
- Respirators or wet handkerchiefs may help if vog levels are very high, but may hurt individuals with pre-existing respiratory or heart ailments, due to increased breathing resistance and, therefore, increased stress. Consult your doctor about your state of health, and consult an industrial hygienist about respirators.
- Get some baseline lung function tests (after breathing "clean" air one week or more), then get retested if/when breathing becomes more difficult during high vog episodes. Have your doctor keep records of both your lung function and approximate vog levels.
If planning to move to the Big Island, be aware of the vog conditions which exist on the island, and be aware that the area from Kailua-Kona to Oceanview are "generally" the most heavily affected. Areas from Volcano Village to Hilo can also experience high levels of vog.
How to Estimate the Current Vog LevelsA simple way to judge the vog level is to see how sharp the horizon line is where the ocean and sky meet. (Since the horizon always looks sharp when you're at sea level, this is helpful when you're up mauka a bit.)
