Following Brenda Archambault post Speachless Sunday earlier this morning, I thought I would join in the fun.
Although I think I must have missed an important point!

Yes. 
If the driver has a driver's license, proof of insurance on the golf cart and has obtained a $5.00 dollar permit from the Department of Motor Vehicles.
Then the golf cart can be legally operated on secondary residential streets and may cross a primary highway or street during daylight hours only within two miles of their residence.
