The Senate voted 98-0 to extend and expand the home buyer tax credit. The bill now goes to the House of Representatives, and if it passes, President Obama must sign the bill before it becomes law.
Under the Senate bill, first time home buyers must be under contract on their new home by April 30, 2010 and closed by June 30, 2010 to take advantage of the $8,000 tax credit. The bill would also allow current homeowners who have been in their homes for five of the past eight years to take advantage of a $6,500 credit if they buy a new home on the same timetable.
Income limits for the credits have been raised for individuals from $75,000 to $125,000 and for couples from $150,000 to $225,000.
The credit will only apply to homes selling under $800,000.
The National Association of Realtors and its members have done a great job raising awareness and lobbying Congress for this bill. In the next few days, we will probably see our efforts pay off!

As Halloween approaches, Marlboro Township has instituted a safety curfew to protect our Township's children.
All children under 18 years of age must observe the curfew from 10:00pm to 6:00am on Thursday, October 29 through Monday November 1, 2009.
The curfew prohibits youngsters from being in a public place, street, or property during curfew hours unless returning from or going to work, school, church, a doctor, or a dentist, unless they are accompanied by a parent or guardian over the age of 20.
No one is allowed to wear a mask in public during curfew hours.

As everyone in Manalapan Township knows, home prices have declined significantly since the 2007 property revaluation, which was intended to bring all Township property assessments in line with market value.
With homes selling for less than they did at the market peak, many Manalapan homeowners feel their homes are over-assessed and their taxes are too high. In the last couple of years, many residents have appealed their taxes in order to have their assessments reduced.
It has cost Manalapan Township a great deal of money to defend all these tax appeals.
So, the Township has decided to reassess all properties in town to the 2009 market value. When the Township receives state approval, Professional Property Appraisers Inc. will conduct the reassessment. They will not be visiting residents' home for this process.
But don't get too excited, Manalapan residents! When all is said and done, many homeowners may see little change in their property taxes.
You may ask, "How can that be if all the assessments are lowered to today's market value?" Here's why- The Township needs a certain amount of operating revenue, so when all the properties are reassessed, the town will have to change its tax rate so it receives essentially the same tax revenue overall. In other words, if the tax base is reduced, the tax rate will have to be increased in order to maintain the town's revenue stream.

The public question that voters will decide on Tuesday September 29, 2009 in Marlboro Township, NJ is a bond proposal. Here is the text of the proposal:
The Board of Education of the Township of Marlboro in the County of Monmouth, New Jersey is authorized: (a) to provide for the construction of an addition at Defino Central Elementary School, including acquisition and installation of furnishings and equipment and site work; (b) to appropriate therefore $2,522,062, funded in part by a $480,480 grant from the State of New Jersey; and (c) to issue bonds in the amount of $2,041,582 to finance the school district's local share of the project.
The final eligible costs of the project approved by the Commissioner of Education are $1,201,200. The proposed project included $-0- for school facility construction elements in addition to the facilities efficiency standards developed by the Commissioner of Education or not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g).
According to Marlboro Schools Superintendent Dr. David Abbott, the purpose of this referendum is to build six new classrooms at Defino Central Elementary School to replace the trailers behind Defino. Dr. Abbot says that the trailers were erected 50 years ago, are now in very poor condition, and in need of interior and exterior repair. Furthermore, Dr. Abbott states that passing this referendum will not increase the property taxes of Marlboro residents. To read Dr. Abbott's letter to the editor of the News Transcript, click here.
