On Saturday, May 15, 2010 The Tolland Fire Department, Inc., will offer a free child car seat safety inspection and a child identification clinic at the Merrow Road fire station, 191 Merrow Road, in Tolland.

Trained TFD personnel and representatives of the national organization "Safe Kids" will inspect child car seats at the fire station and offer advice on proper use from 10:00 a.m. until 12:30 p.m. The inspection generally takes less than 30 minutes. Residents should bring the child who uses the seat with them to the inspection. Research shows that proper child restraints provide the best protection for all children up to age 8. After age 8, seat belts provide the best protection.

On the same day from 10:00 a.m. until 2:00 p.m. TFD personnel and the Connecticut Masons will conduct a ‘Child Identification Program.' The Masonic program is the most comprehensive child identification and recovery program in the country. It employs a variety of techniques, including photographs and fingerprints, to record a child's unique physical characteristics. All of the identifying items are given to the child's family for safekeeping at the time of collection. Each child must be accompanied by a parent, grandparent, or adult legal guardian to register for processing. The program is sponsored locally by Connecticut Freemasons, Fayette Lodge #69, A.F. & A.M.

The Merrow Road fire station is located at the corner of Rhodes Road and Merrow Road, across from Meeting House Commons.

The Car Seat Safety Check will be held at the fire station.

The Child Identification Clinic will be held next door at the Fire Department's Training Center.

Tolland CT Open Burning Changes

Open Burning Changes Effective May 2010

Open burning is the burning of any matter, where smoke and other emissions are released directly into the ambient air without passing through an adequate stack or flue.

The Department of Environmental Protection (D.E.P.) and your local fire department limit open burning for public health and safety reasons. Open burning pollutes the air and can make it difficult for people with respiratory problems to breathe. Open burning can also create smoke and odor nuisances as well as health risks to nearby residents, particularly in densely populated areas.

The D.E.P. encourages the use of recycling and alternate methods for disposal of brush and other types of solid waste:

• Recycle paper products whenever possible - General Recycling Information

• Yard debris, including grass, leaves and branches can be composted or mulched - Composting and Organics Recycling

• Recycle clean fill, concrete, rubble, and asphalt - Construction and Demolition Aggregate Recycling

• Use and dispose of treated wood products appropriately - Proper Disposal of Treated Lumber

Permits for Open Burning

Open burning of any kind is strictly regulated by Connecticut law. A written "burn permit" must first be obtained before any resident of Connecticut can kindle an outside fire for the purpose of disposing of brush and similar vegetation. Residents of Tolland should be aware of the following restrictions and procedures.

What Can Be Burned?

Residents may only burn brush and similar vegetation. Due to weather conditions, all burning may be prohibited at some times.

What Can Not Be Burned?

Residents may not burn leaves, grass clippings, stumps, garbage, household waste, tires, construction debris and trash of any description.

Where Can A Burning Permit Be Obtained?

Burning permits are only available at the Fire House located off of RT 195 on Rhodes Road. The permits will be issued in one week increments. Permits will not be issued at night or on weekends; no exceptions. Please only obtain a permit if you are going to use it and please try and limit how many times you receive a permit in a season. There are no charges for these permits right now but there may soon be.

When Should I Apply For A Burning Permit?

Permits will be issued one week prior to being activated and will be valid for the following week. You no longer will be able to burn on the same day you receive your permit. Permits will be valid from Monday through Sunday during each weekly period. Burn permits can be requested Monday thru Friday between the hours of 8am and 4pm, excluding holidays or if staff are out on emergencies. There are no charges for these permits right now but there may soon be.

How Do I Activate My Permit?

Before igniting a fire, the permittee must check Fire Index and Air Quality Index at the State of Connecticut Department of Environmental Protection's (D.E.P.) web-sites Forest Fire Danger Index & Air Quality Index or call the D.E.P. @ 860-424-3333 to see if burning is allowed in the region, this must be done each time. Do not call 911, the Dispatch Center or any of the fire houses for approval.

Permit Restrictions:

All burn permits are issued subject to the following restrictions and conditions:

1. Open burning of brush and similar vegetation is limited to the residential property upon which the permittee actually resides. Neighbors should be advised of the burning beforehand to prevent unwarranted calls to the fire department.

2. The permittee must take all reasonable steps to limit excessive smoke and promote complete combustion of the material being burned. Burning in barrels is not permitted.

3. The area surrounding the burn should first be wet down, or other steps taken to limit the possible spread of the burn. A source of water for extinguishment should be provided in the event the fire unexpectedly increases in size. Burning must be attended at all times.

4. The written permit must be available for inspection at the site during the actual burn.

5. Burning shall only take place between the hours of 10:00 a.m. and 5:00 p.m. on a sunny or partly sunny day when the wind does not exceed 15 m.p.h. All burning may be prohibited on days when atmospheric conditions create an increased danger of brush and forest fires.

6. 7. Any open Burning that creates any type of nuisance or anyone not following the rules will have their permit revoked and burning privileges will be lost.

Burning shall be stopped immediately upon the order of the Tolland Fire Marshal, any fire department officer, or any officer of the state Department of Environmental Protection.

Damage Reports for March Storms

As you know, on 4/27/2010, The President denied the Governor's request for Individual Assistance (IA) for 5 counties: Fairfield, Middlesex, New Haven, New London, and Windham. The Governor has directed the Department of Emergency Management and Homeland Security (DEMHS) to prepare an appeal of the decision. An appeal must include additional damage data (data in addition to what was collected through the Joint Preliminary Damage Assessments conducted by Federal, State and local officials).

Residents and businesses are being asked to report damages through 2-1-1 (even if damages were previously reported).

Data collection began April 29, 2010 (starting at 6 p.m.) through Friday, May 14th (ending at 6 p.m.) Data will be collected by phone by dialing 2-1-1 or on-line at www.211ct.org. The phone lines and web site will be open 24/7.

Residents/business owners will be asked approximately 10-12 questions about the extent of damage they received from the storm events (from March 12 and continuing).

Towns and cities in the affected counties are urged to assist DEMHS in informing their residents about this important data collection process through use of town websites and citizen notification systems if possible.

This data collection process will assist DEMHS in preparing the appeal. Please note this is a damage data collection process - by completing the survey residents and businesses owners have not applied (or registered) for assistance.

If the appeal is granted and the State receives Individual Assistance, residents and businesses in the declared counties will receive further instructions on how to apply for assistance. This information will be made public in many ways, including on the DEMHS Website at www.ct.gov/demhs.

If the appeal is not successful, the Governor may request a Small Business Administration, SBA-only, disaster declaration for impacted counties.

If the SBA-only declaration request is granted, Physical Disaster Loans will be available to homeowners, renters and businesses. Businesses can also apply for Economic Injury Loans.
