Mayor Joel Lautenschleger Calls Laguna Hills "A Model City" - Challenges State & Federal Government to Match Their Fiscal Policy

The Laguna Hills Community Center and Sports Complex was the venue for the 2009 Laguna Hills Mayor's Breakfast. The City of Laguna Hills and the Laguna Hills Chamber of Commerce partner each year to present this popular event. There were approximately 130 attendees who came to hear not only Mayor Lautenschleger's update on the state of the city, but also to hear from an elite panel comprised of State Senator Mimi Walters, Orange County Business Council's CEO - Lucy Dunn, and University of California Irvine Professor Linda Cohen.

Following the panel presentation (highlights of the panel discussion will be presented in a subsequent post), Mayor Lautenschleger gave a brief recap of projects that have been completed during the past year and projects currently under way. In his concise presentation, the mayor made two very compelling points. The first was that the Mayor noted the City of Laguna Hills City Council has adopted a four point policy:

  1. Managing Cost - they've demonstrated this by implementing a personnel reorganization over a twelve month period that cut the city's personnel costs by $400,000.
  2. Invest in Job-Creating Infrastructure - Despite the current economic downturn, the city has been committed to continue growing the infrastructure. This year, the city will spend $15 million in road projects and landscaping which is not only an improvement for the city but also is a job-creating activity
  3. Economic Development in the City -.The future economic development of the city is currently under review by the Community Services, Historical and Arts Commissioners and the Traffic Commissioners. They are seeking ways to make Laguna Hills a more business-friendly environment.
  4. Plan For Eventual Recovery - the economy will recover and the city is moving ahead to prepare for that time rather than waiting for it to happen.

The second very compelling point came when Mayor Lautenschleger asked the audience to keep in mind two numbers - 10% and 40%. He went on to tell the audience, "These two simple numbers are the basis for the City of Laguna Hills budget strategy":

    • 10% - Their budgets always reflects 10% more revenue than expenditures
    • 40% - Their goal is to always keep 40% in reserves

Mayor Lautenschleger has issued a challenge to our state and federal governments to adopt the same policy using the City of Laguna Hills as a model.

City of Laguna Woods Celebrates Their 10 Year Anniversary

One of the events planned to celebrate the tenth anniversary is a dinner sponsored by the Historical Society of Laguna Woods on Sunday March 22, 2009 at Clubhouse Five. It will be my honor to attend this event as President of the Laguna Hills/Laguna Woods Chamber of Commerce.

As a bit of background, Laguna Woods cityhood was founded by a group of concerned citizens who saw a need to rally support against the possibility of an airport at the former El Toro Marine Base. Thanks to their efforts, we in South Orange County have the peaceful use and enjoyment of our properties. This is such a sterling example of what a group of active, concerned, seniors are able to accomplish using their experience and expertise from past life experience.
