Missouri rolls out new program the gives up to $14,999 to use as a down payment for people purchasing foreclosures and bank owned properties

MHDC rolled out a new program on May 26th. The Neighborhood Stabilization Program allows qualified home buyers to receive up to 20% of the purchase price, which is capped at $14,999.

The NSP funds are intended to be used for down payment and closing costs.

MHDC makes a second mortgage to the buyer at the time of closing.

The NSP loan is paired with MHDC financing for the first mortgage in the form of a 30 year fixed rate mortgage.

The interest rate for the NSP loan is zero percent and it is forgiven after five years of occupancy.

First time home buyers using the NSP funds are also eligible to receive the $8000 tax credit for first time home buyers if the home is purchased prior to December 1, 2009

Applicant may be a first time or repeat buyer.

Applicant must make no more than 120% of the area median income.

The home being purchased must be a foreclosed property; no short sales are eligible.

Applicant must receive 8 hours of home ownership counseling.

Purchase price must be discounted at least 5% from the current appraised value.

Current appraised value must be established by an appraisal that is completed within 60 days PRIOR to making the offer.

Purchase price limit on a single family must not exceed $258,690
