US Housing Starts jump 22.2 percent

The Commerce Department said housing starts jumped 22.2 percent to an annual rate of 583,000 units last month from 477,000 units in January.

MHDC Rolls Out Innovative New Program For First-Time Homebuyers

Starting January 2009, Missouri Housing Development Commission (MHDC) will have a new product to enable first-time homebuyers to take advantage of the $7,500 federal first-time homebuyer tax credit. This program is the first of its kind in the nation.


The federal first-time homebuyer tax credit was created by Congress this summer to encourage new homebuyers to purchase homes and thereby stimulate housing markets. However, the federal tax credit has been largely ineffective. One of the primary reasons the federal credit hasn't worked is that the homebuyer doesn't receive the money until he receives his federal income tax refund - which may be several months after the home is purchased.

With over 30 years experience funding mortgages for first-time homebuyers, MHDC knows that the biggest barrier faced by first-time homebuyers is acquiring money for down payment and closing costs. As a result, MHDC created a program that allows homebuyers to receive the value of the tax credit at the time of closing.

How the Federal First-Time Homebuyer Tax Credit Works:

First-time homebuyers receive a tax credit worth 10% of their home purchase, up to $7,500. The credit is claimed on the homebuyer's federal tax returns. The credit is refundable, which means that the homebuyer receives a refund for the amount of the credit minus any federal tax liability. The credit is essentially an interest-free loan from the federal government and must be repaid through an increase in federal income taxes over a period of 15 years.


How the MHDC Tax Credit Advance Loan Program Works:

MHDC makes a second mortgage to the homebuyer at the time of closing worth up to 6% of the home purchase price or a maximum of $6,750, which is used to cover down payment and closing costs. The tax credit advance loan is paired with MHDC financing for the first mortgage in the form of a safe 30 year, fixed rate mortgage. The homebuyer then files for the federal tax credit and uses the credit refund to pay off the MHDC tax credit advance loan. If the tax credit advance loan is paid off by the designated deadline (no later than June, 2010), the homeowner pays no interest other than a modest servicing fee. If the tax credit advance loan is not paid in full by the deadline, principal and interest payments to repay the loan over 10 years begin automatically.

MHDC loan programs are available for households with incomes up to $85,500.


The federal tax credit and the MHDC tax credit advance loan program are both currently set to expire June 30, 2009.

O'Fallon Named One of America's Safest Cities

The City of O'Fallon was named the 3rd safest city

in America according to CQ Press's annual report, entitled,

City Crime Rankings 2008-2009: Crime in Metropolitan

America.

The City Crime Rankings offer an

unbiased look at 385 cities with populations greater

than 75,000. 2008 is the first year that O'Fallon was eligible

for inclusion in the rankings.

"To be ranked on this distinguished list is a testament

to the dedicated men and women of our world class Police

Department, our City officials and our residents,"

said Robert Lowery, Jr., O'Fallon's City Administrator.

"Our City is blessed with beautiful neighborhoods,

affordable housing and good jobs. Plus, our residents

work closely with our Police Department, our schools

and each other to make sure that their neighborhoods

remain safe, wonderful places to live."

The crime rate rankings of the cities and metropolitan

areas are calculated using six crime categories: murder,

rape, robbery, aggravated assault, burglary and motor

vehicle theft. These categories have been used for determining

city crime rate ratings since 1999. The rankings include all

cities of at least 75,000 residents that reported crime

data to the FBI in the categories noted for calendar

year 2007. In the most recent survey, 356 metropolitan

areas and 397 cities were considered using statistics released

by the Uniform Crime 2 Reporting Program of

the FBI on September 15, 2008.

"This ranking continues the string of national accolades

that have been bestowed on our great City this

Free Seminars Can Help Residents Apply for O'Fallon's Annual

Home Improvement Loan Program

O'Fallon home-owners who would like to apply for O'Fallon's Home Improvement

Loan Program can learn about the resources that are available, what qualifications

are needed, and how to fill out an application at two seminars.

The seminars will be held at the O'Fallon Municipal Centre (City Hall) in the Multipurpose Room at: 9 a.m. on Thursday, January 8 and 3 p.m. on Tuesday, April 14, 2009.

O'Fallon's Community Development Block Grant (CDBG) office provides no-interest

loans of up to $5,000 to a limited number of low-to-moderate income O'Fallon

homeowner's who qualify. The loans can only be used for home repair and to address

code violations.

Loan applications will be available for pickup or by mail on Monday, January 12,

2009 at O'Fallon Municipal Centre (City Hall), 100 North Main Street. Completed

applications will be accepted on a first-come, first-serve basis during regular business

hours (8 a.m. - 5 p.m.) at City Hall beginning at 8 a.m. on Monday, February 2,

through 5 p.m. Friday, May 29, 2009.

Applications may only be made once a year and are reviewed by O'Fallon's Community

Development Block Grant (CDBG) Administrator. Priority is given to low income

housing submitted on a first-come-first-served basis. If funds remain after

eligible low-income applications are met, candidates from moderate-income housing

will be considered. All applicants will be notified of their status within 4 to 6

weeks.
