Living on-post has changed drastically. Fort Rucker in the past few years has gone to a privatized management company. FT Rucker's on post housing is no longer handled by the US Army, but by Picerne Military Housing Management Company. The thought of waiting until retirement to purchase a home has become a thing of the past. Active Duty Military families are now opting to make their tax-free BAH (Basic Allowance for Housing) build equity in home ownership.
Now could be the perfect time in the Fort Rucker / Enterprise area to purchase a home. Market statistics suggest that the FT Rucker area is a buyer's market. In a buyer's market, home buyers can capitalize on the lower interest rates along with some lower prices and motivated sellers.
Buying a home with your tax-free BAH money is a real tax advantage. Not only is your BAH non-taxable income but the mortgage interest is also a itemized tax deduction.
If you are a first time home buyer (or have not owned a home in the past 3 years), Congress passed a $7500.00 tax credit for qualified purchases between April 9, 2008 and April of 2009. Contact Michelle for more details and to see if you qualify for the tax credit.

Information included in the Fort Rucker Relocation Guide
While relocating to FT Rucker late last year, the decision to live on Post was undetermined. The convenience of living on Fort Rucker was topping our list. At the time, the BAH rates had not risen. After evaluating the rental cost, utilities, commuting time and the convenience, living on post seemed to be the better financial alternative.
In Jan. 2008 the BAH rates rose for the FT Rucker area, closing the gap of the better financial alternative. Last week, I received a letter from Picerne Military Housing (the privatized housing management company) that got me to thinking about my alternative housing choice.
The Department of Defense (DOD) has implemented an Energy Savings Program. This program is plan that encourages residents to be more responsible for natural gas and electric consumption in homes on-post. The DOD program places the responsibility for the utility consumption on each resident.
The program will begin with mock billing of Army renovated homes in Allen Heights and newly constructed homes in Munson Heights, but will eventually expand to all newly-constructed and renovated homes on Fort Rucker. A monthly baseline will be calculated by averaging the consumption of occupied "like homes" in the same neighborhood each month. The resident's Basic Allowance for Housing (BAH) will cover the utility consumption up to the baseline. Those who consumption exceeds the current month's baseline will be billed for the excess consumption above the baseline. Those who consume less than that month's baseline will earn a rebate.
$15.00 is the trigger amount. Once any amount is $15.00 or greater, a bill will be generated or a rebate check will be issued.
I would have to agree that I have seen residents living on Fort Rucker who do not take steps to conserve our FREE utilities. After living off-post for many years and paying utilities, it becomes a habit to turn off lights, only run a full load dishwasher and washing machine. I would also have to agree that this responsibility will bring awareness to those who carelessly misuse their consumption of utilities.
Now, I will have to take another look at: "living on post, the better financial alternative". Will our consumption exceed the baseline? Will I be paying more than our alotted BAH to live on post?
By living on post we gave up the updated living standards in exchange for cost and convenience. Now, with the uncertainties of the utility bills our cost factor might get bumped from the list. Convenience VS Updated living standards.....that is what I am looking at! Which would you choose?

Picerne Military Housing is holding a Community Yard Sale Saturday, September 6 from 8 a.m. until 12 p.m. The event will be held on FT Rucker, behind the Bowden Terrace Neighborhood Office in the large field across the street from Child and Youth Services. Parking will be available in the lower portion of the field off of Baker Street. All families currently living in on- post housing on Fort Rucker are invited to sell any household items. The resale of new items (as in a business) and the sale of animals are not permitted. Those wishing to donate any items not sold will have the opportunity to donate to a local charity by noon on the day of the event. If your items are not accepted by the charity, it will need to be removed by the resident at the end of the event. PART 3
Fort Rucker Hurricane Evacuation Plan is part 3 in a series. The series has highlighted all the necessary information you will need to know in the event of Hurricane or Tropical Storm. Part 1 - Are you prepared for the 2008 Hurricane season has a complete checklist of items you should have on hand. To make the preparation easy and simple for the military families stationed on Ft Rucker, the items you will need in your Hurricane Locker are referenced by the aisle number at the Ft Rucker Commissary. Part 2- Not Prepared, is a reminder that at anytime weather can take a turn for the worse. Take 30 minutes of your time to adequately prepare and plan for the Hurricane and Tropical Storm Season.
Alabama Department of Transportation (ALDOT) has taken steps to ensure the safety of all residents of Alabama and neighboring states (Florida, Mississippi) during a time of sever Hurricanes and tropical storms evacuation. Evacuations from the southern region might be necessary if hurricane moves in from the Gulf waters.
Alabama Department of Transportation has developed the I-65 Lane Reversal Evacuation Plan to aid in moving motorist from the Southern Region of the United States. In the time of a Hurricane Evacuation, the I-65 southbound lanes will be reversed so that all lanes will allow motorist to travel north.

I-65 Lane Reversal Facts:
* Southbound lanes will become northbound beginning in Baldwin County between the
Delta River Bridges and Highway 225 interchange (Exit 31).
* Reversal Lane will end south of Montgomery. Traffic will be temporarily diverted onto U.S. 31 North. Law enforcement and ALDOT personnel will direct traffic back onto the normal northbound lanes of I-65 at various locations in the Montgomery area.
* Law enforcement and ALDOT personnel will be posted at each exit.
* Along I-65 and U.S. 31 there will be electronic signs to display travel information. In addition, there will be certain signs on I-65 that will flash an ALDOT AM radio station for additional evacuation information.
* Alabama Service Assistance Patrol (ASAP) and law enforcement will be available on I-65 for assistance.

Reminder:
*Assemble a disaster supplies kit.
*Important documents (i.e.: insurance and medical) should be placed in waterproof containers.
*Map you route. Know your evacuation route for the Fort Rucker / Enterprise area.
*During an evacuation be prepared to drive inland as far as necessary to a safe region.
*Locate shelters or hotels prior to evacuation.
*Secure your home to help reduce damage.
*Remember your pets.
*Bring extra cash, due to power outage, ATMS may not function.
*Fill your vehicle with gas and ensure the car is properly serviced.
*NEVER DRIVE THROUGH WATER.
