"Exploding cannons may be heard in the waters off San Pedro Harbor on Monday as guests take part in a real-life tall ship battle for the ocean.

The Los Angeles Maritime Institute's Irving Johnson and Exy Johnson brigantines will team up with the Lady Washington and Hawaiian Chieftain from Washington state to give participants an idea of what a 19th century maritime battle would be like.

"A lot of the sailors look rustic and traditional," said the institute's Don Benedict. "We want everyone to get into the adventure of it and we're trying to fulfill fantasies. We're making a memory that people won't forget."

The battle will begin at 2 p.m. and tickets to sail aboard one of the ships are available through the institute. Guests will have the chance to help steer the vessels, raise sails and hear stories about maritime life from the crew.

"They'll share stories of other sailors, adventures, close calls and life," Benedict said. "The sailors will share with them because they know that original feeling when they first got on a tall ship and it's exciting."

The ships will be maneuvering around one another and using real gunpowder to attack the sterns and bows of the ships, but Benedict said the rest is up to the guests' imaginations.

"If anyone has an inkling about ships, they'll realize there was a lot to the battle other than just pulling alongside each other and blasting off," Benedict said.

"There will definitely be bragging rights later for the sailors, and even though the guests may not know who's winning at the time, they'll feel the energy and the power of it."

Loan Options Still Exist

Could gloomy popular assumptions about how tough it is to get approved for a mortgage be scaring away large numbers of qualified people?

Could the same worries — I can't come up with the big down payment I need, my credit scores are too low, my bank account has almost none of the "reserves" lenders want to see — put a needless damper on a housing recovery in the new year?

You bet. Lenders and economists will tell you flat out: The lack of accurate information about the availability of loan programs designed to address special needs is discouraging far too many consumers from even considering an application, much less shopping around.

Mortgage banker Alex Stenback of the Residential Mortgage Group in Minnetonka, Minn., says he sees it every day: "People just aren't aware of what's possible right now," and as a result they are missing real estate prices and long-term interest rate opportunities they shouldn't.

Doug Lebda, founder and chief executive of LendingTree, the online site that allows banks to make competing offers to applicants, believes that "the fear of being rejected" because they don't conform to standards that may not even exist is keeping qualified applicants on the sidelines for no reason.

For example, what's needed for an acceptable down payment? Is it 20%, 10%, less? Yes, it's less — and potentially a lot less if you qualify for the right program. The widespread erroneous assumption that banks require a minimum 20% for conventional loans may have arisen from heavy media coverage this spring and summer of a controversial proposal by federal agencies calling for borrowers to put down that much if they want to get the best interest rates and lowest fees.

Also contributing to incorrect beliefs about down payments: The Obama administration floated the idea of a phased-in move to 10% upfront cash for all loans eligible for purchase by mortgage giants Fannie Mae and Freddie Mac, which together dominate the conventional home-loan sector. But neither the 20% nor the 10% plan has been adopted and the odds of either moving forward in 2012 are remote. Fannie Mae's and Freddie Mac's standard minimums remain 5% with mandatory mortgage insurance coverage.

If you have little or no cash to put down, there are multiple options: The Federal Housing Administration requires just 3.5% down on its insured mortgages. Other programs let you go to zero — even finance more than the price on the house when fees are rolled into the mortgage — provided you fit into an eligibility niche. If you qualify as a veteran or active member of the military, you can get a zero-down Veterans Affairs-guaranteed mortgage. Plus the VA allows your seller to pay your loan fees and closing costs provided that they don't exceed 6% of the house price.

You can also buy with nothing down if you are purchasing a home in any of the many communities around the country eligible for rural (U.S. Department of Agriculture) guaranteed mortgages. Though the property may be located on the outskirts of a large metropolitan area and might not strike you as particularly "rural," if the local population is below roughly 20,000 there's a decent chance you're eligible. The little-publicized USDA guaranteed home loan program, by the way, is booming. In the last fiscal year alone, according to housing administrator Tammye Trevino, more than 130,000 borrowers received low- or no-down-payment guaranteed mortgages — quadruple the number of loans extended as recently as 2006.

What about credit? Haven't lenders been pushing up minimum FICO scores into the mid-700s and rejecting applications with lower scores outright? Not everywhere. Though most lenders doing FHA loans require 620 to 640 scores to get you in the door, a few of the biggest FHA originators, such as Quicken Loans, will accept scores down to 580. Bob Walters, Quicken's chief economist, says underwriters scrutinize low FICO applications extra carefully but are seeing good to excellent performance from them: Not one has gone seriously delinquent this year.

And how about debt-to-income ratios? Aren't they tighter than ever? Not really. Lenders say that when loan applications go through the "automated underwriting" systems used by Fannie, Freddie and FHA, borrowers with high total monthly debt levels of 45% to 55% of household income — well beyond the posted limits — frequently get approved if they have positive compensating information elsewhere in the application.

Bottom line: Don't assume you can't qualify for a mortgage in 2012. Talk to lenders and seek out loan products that offer flexibility where you need it. You just might be surprised.

Dog Park

Although there are no dog parks on the Palos Verdes Peninsula, there
are two dog parks within a 15 minute drive. One is located in Redondo
Beach
at the corner of Flagler and 190th Street, and the other is located on
Front Street in San Pedro. We are currently working on establishing a dog park
somewhere on the Palos Verdes Peninsula, so if you are interested in supporting

Nature Walks and Hikes

Monthly walks led by PVP Land Conservancy --- 310-373-0202 There are a
number of Nature Preserve Areas which are discussed below.
Palos Verdes Estates :
Trails run along the blufftop at Paseo Del Mar, starting at the northern intersection
of Palos Verdes Drive West.
Also in the city of Palos Verdes Estates, trails head down to the ocean from the
top of several coves, including Lunada Bay. One good trail starts on Paseo
del Mar in Malaga Cove, about a half-mile past the Neighborhood Church.
Rancho Palos Verdes:
Peacock Flats at the end of Crenshaw Boulevard offers several miles of trails
( See Virtual 360 view of views from trail). This is adjacent to Del Cerro Park.
Another good trail starts at the top of the Abalone Cove Ecological Reserve, just off
of Palos Verdes Drive South, which heads up to the top of Inspiration Point,
as well as down to the shore at Pirate's Cove.
The Portuguese Bend Nature Preserve also has a system of trails, some of which
are open only to pedestrians, some open only to pedestrians and equestrians, and
others open to bicycles as well as pedestrians and equestrians
The Forrestal Preserve area also offers an extensive system of trails
(See Forrestal Trail System, pages 36-51)
The George F. Canyon Nature Center, located on the north east side of the
Peninsula near the intersection of Palos Verdes Drive North and Palos Verdes
Drive East, offers excellent hiking trails.
Martingale Trailhead Park has a trail system serving the cities Rancho Palos Verdes,
Rolling Hills, and Rolling Hills Estates
The Terranea Resort has public access trails along the bluffs below the Resort
Rolling Hills Estates: A good trail starts near the entrance of Academy Hill,near the intersection of Palos
Verdes Drive North and Crenshaw Boulevard. This trail wanders all the way up to
the Chadwick School.
Dogs are allowed on all of the trails above, except for Abalone Cove, but must be on-leash, with the dog owners carrying a "poop"
bag to clean up after their dogs.

Access available for a daily fee ($7 per person for guests of .members ($10 from Memorial Day
to Labor Day), for the first 4 guests ($14 for each additional guest), $30 per person for residents,

equipment. Resident resaleable membership is $16,000, and Resident non-resaleable
membership is $8,000. The current wait list for Resident membership is quite long (10 years
or longer). Non-Resident resaleable membership is $18,000, and Non-Resident non-resaleable
membership is $9,000. The swim club also operates a summer swim program at the Palos

Rat Beach (Name is an acronym for "Right After Torrance" beach)
Parking located in Malaga Cove at 301 Paseo Del Mar. A paved access path
next to the Palos Verdes Beach and Athletic Club provides easy access.
Haggarty's - Located just south of the Palos Verdes Beach and Athletic Club near
301 Paseo del Mar in Palos Verdes Estates. Park in the lot between the Swim
club and Malaga Cove school, and walk down the road on the north end of the
parking lot to the ocean, and then go left to the point past the swim club.
Exiles- Around the point from Haggarty's. A wide dirt path starts at the top of the
bluff providing access to the bottom of the cliff. Good surf spot.
Lunada Bay - Located at the 2300 block of Paseo del Mar in the Lunada Bay
area of Palos Verdes Estates. Access trail both at the middle of the bay by
a narrow and steep trail, or there is an easier trail at the south side of the bay.
Excellent surfing at the north point.
Abalone Cove- Located at 5879 Palos Verdes Drive South, in Rancho Palos
Verdes. Access to the beach via a dirt path from the Abalone Beach parking
lot. Some surfing here, and good beach for snorkeling and tide pool exploration.
Long Point - Terranea: Access via a paved and dirt path at the south end of the Long Point
parking lot. Good for snorkeling and scuba diving. No surfing.
TC's - White Point-Royal Palms Beach - White Point Beach is located at 1000
Paseo Del Mar, near south end of Western Avenue in San Pedro. No surfing here,
but good beach for snorkeling and tide pool exploration. TC's is a great surfing
spot west of White Point and Royal Palms
Cabrillo Point - End of Pacific Avenue in San Pedro. Can be good surfing
Kayaking Kayaking

Excellent access for ocean kayaking off of Rat Beach/Malaga Cove, Palos
Verdes Cove and Long Point discussed above. For more information on

Scuba Diving Scuba Diving

Access to snorkeling and scuba diving is available at all of the beachs

Ocean Fishing and Whale Watching

The best access for ocean fishing from the beach is from Malaga Cove (right below
access road for Rat beach), Lunada Bay, Point Vicente, and Abalone Cove

Palos Verdes Estates Neighborhood Information

Palos Verdes Estates is one of the most beautiful cities in the world to live. The Palos Verdes Peninsula is also one of the wealthiest communities in the country, as described in the Los Angeles Business Journal. Palos Verdes Estates has an extremely interesting history and it is one of the best examples of city planning and controlled growth of any small to medium sized city in the United States. Palos Verdes has only a limited number of entrances to the city, and many of the streets end at the city limits.Over 25% of the city's 4.75 square miles is zoned as permanent park land and is maintained in its natural state. Much of this parkland is scattered throughout the city and provide natural areas between different clusters of homes. Although there are some areas of the city with horse trails, none of the homes are zoned to maintain horses, and horses must be stabled at the Palos Verdes Stables or other privately owned stables in the area.

The City has several distinct areas, each having their own unique characteristics.

Valmonte: (Area 164 in above map) A neighborhood on the eastern edge of the city (turn left when entering the city from Redondo Beach at the "Y"). This area is characterized by the lush canopy of eucalyptus trees, and the Palos Verdes Golf Club and Tennis Club which is in the center of the Valmonte area.

This area also is where the riding stable is located. Palos Verdes Drive is the main street running through the middle of this area, with a riding trail in the wide median strip. Valmonte has several home styles including old Spanish, Traditional, English Tudor, French Normandy, and Ranch.

Malaga Cove: (Area 163 in above map) This area is home to Palos Verdes City Hall, the Police and Fire Station, La Venta Inn and the Malaga Cove Plaza, the first commercial plaza built in Palos Verdes Estates. Malaga Cove Plaza is home to the Malaga Cove Ranch Market, a post office, the Rive Gauche restaurant, a small sandwich shop, and several realty offices. It is the first impression that most people get of the city. It's beautiful Arched Buildings, and The King Neptune Fountain in the center of the plaza give the residents and visitors alike a sense of the quiet beauty of the city.. The Malaga Cove Branch Library, behind the plaza, has art shows, and special events, as well as summer "Picnics in the Park" on Wednesday evenings accompanied by musical performances.

The Malaga Cove School (the first school constructed in Palos Verdes), the Neighborhood Church (originally Haggerty's Mansion) and the Palos Verdes Beach and Athletic Club are also located in Lower Malaga Cove adjacent to the ocean. This area has a mix of homes, but are primarily old Spanish with red tile roofs, and a mix of other architectural styles. Some older condominiums are also located near Malaga Cove Plaza. The homes in this area often have spectacular ocean views, as many of the homes are terraced up the hillsides.The area of Malaga Cove above Palos Verdes Drive is referred to as both Upper Malaga Cove as well as Montemar.This area is home to the La Venta Inn, which is a beautiful facility available for weddings and other events.

Lunada Bay: (Area 160 in above map) This area is often referred to as two areas; Lower Lunada Bay and Upper Lunada Bay (Margate). Lower Lunada Bay is south of Malaga Cove, and is generally flat; the terrain gently slopes down to the cliffs. Paseo del Mar and Rocky Point are streets that run adjacent to the cliffs, and residents spend time daily strolling or running along the ocean. Several large parkland areas are on the cliffs affording spectacular views of Catalina Island and Lunada Bay. Lunada Bay is a favorite surfing spot, with an excellent point break. Lunada Bay Plaza and it's Italian Fountain is the center of the neighborhood, where locals meet for coffee and scones or lunch at the corner cafe. Lunada Bay Plaza also has several events during the year including the Halloween Harvest Festival, and a summer concert series in the Lunada Bay Park.Three schools (Palos Verdes High, Palos Verdes Intermediate, and Lunada Bay Elementary) are conveniently located for students to walk or ride bikes, or take the PV Transit (picks up at school) for a fee. Homes in Upper Lunada Bay are terraced up the hills, and many offer spectacular views. Homes in Lunada Bay have a mix of architectural styles including ranch, spanish, mediterranean, traditional. and craftsman. There are also several condominium developments near Lunada Bay Plaza ( See Lunada Bay Condos for a detailed description of each property ).

Montemalaga: (Area 162 in above map) This area is at the upper area of the hillsides of Palos Verdes Estates, and has some of the newer homes in the city. Homes in this area are predominantly Mediterranean in style with tile roofs. Many view lots in this area enjoy the "queen's necklace" view of the South Bay Beaches and Santa Monica Bay. Montemalaga Elementary School is located at the top of the Montemalaga area. There are no townhomes or condominiums in this neighborhood.

Palos Verdes School Info

The Palos Verdes School District serves the four cities of the Palos Verdes Peninsula (Palos Verdes Estates, Rancho Palos Verdes, Rolling Hills Estates, and Rolling Hills) as well as an unincorporated area known as Palos Verdes Peninsula. The school district currently has an enrollment of approx. 11,900 students and consists of 3 high schools (two comprehenxive high schools and one continuation school) , 3 intermediate schools (grades 6-8), 10 elementary schools, and one early childhood development center. The school district enjoys an excellent reputation, which attracts many families to the Peninsula. The schools enjoy a high parent participation rate (particularly in the two elementary schools which require parental participation in the school room). Many of the schools are California Distinguished Schools, and the schools in the District consistently rank among the top in California on standardized state test scores, such as the API and Star 9 tests (see results below). During 2003-2004, the Palos Verdes Unified School District ranked third (behind San Marino and La Canada) for all Los Angeles County School Districts in
SAT results, with an average total SAT score of 1172, and 65% receiving a total score in excess of 1000. The State of California now has a great website to compare information about the schools in an area, with information about test scores, Advanced Placement Courses, student/teachere ratio, per student spending, and much more!



In their December 10, 2007 issue , U.S. News & World Report ranked both Palos Verdes Peninsula High School (#89) and Palos Verdes High (#93) in the top 100 high schools in the United States. Federal officials have honored Peninsula High as a Bule Ribbon School (one of 35 nationwide ), and also designated it as one of just 10 "New American High Schools". In addition, the Wall Street Journal ranked Peninsula in the top 10 of all public and private high schools.



Schools: Attendance Boundaries Note: The two comprehensive high schools do not have attendance boundaries). Those students who live in the Eastview area ( Area 88 in the boundary matrix in the link above ) have a one-time election to enroll in either the Palos Verdes School District ( attending Dapplygray Elementary and Miraleste Intermediate ) , or the Los Angeles Unified School District ( Dodson Middle School and Crestwood Elementary School. ). Those living in the Eastview area do not pay the bonded indebtedness on their property tax bills ( 2009/2010 of $21.64 per $100,000 valuation ) for the Palos Verdes School District, but instead are billed for the Los Angeles Unified School District boded indebtedness on their property tax bills (2009/2010 of $151 per $100,000 valuation ). Eastview residents vote only on School Board elections for Los Angeles Unified Schools regardless of whether they have elected to attend the Palos Verdes School District.
