311...oh boy!

Sacramento is now super cool with a "311" number. What can you do with this number? Just about everything! Have a junker parked next door? Call 311! Have a clogged sewer line? Call 311! Need to talk to someone about your water sewer and garbage bill? Call 311! There is way more to it and I have just mentioned the tip of the iceberg. It eliminates the need to look up individual phone numbers for each of these departments.

The other day I was driving down Riverside Blvd when I noticed water seeping out of some small hole covers in the middle of the street in about 3 places. I had to call 411 to get the number for the city maintenance (at a cost of $1.75 on my cell phone). Then they had to transfer me to the right person. Now, with this new service, it will be a simple as 311!! No difficult number to rememeber or having to keep a reference card in my car to know what number to call.

See? We aren't such a cowtown afterall!....or does my making a big deal of this confirm that we are a cowtown? Oh well!

IT NEVER DISAPPOINTS!

I blogged everyone on Tuesday, letting them know about the next Land Park Community Association meeting on Wednesday night. It has taken me this long to absorb it and get my thoughts about it in order.

The meetings are always "interesting", and this one did not disappoint! The people that are on the executive board are passionate. Many of them have a world of history and experience regarding the Land Park association. Many more of them bring a fresh new outlook to the board and all of them are very confident in their opinion on the different issues. The opportunity with this group is to take advantage of the experience and the fresh ideas. It has the promise to be the best it has been in years.

Now, if they would just recognize their potential, I think they could be a wonderful organization. The individuals need to get out of each others way to make the association work as a team. The old adage of God made us with 2 ears and one mouth for a reason, comes to mind. They need to truly listen more and speak less. At one point, every one of the approximately 10 board members were talking at the same time.

The other issue they need to deal with is their priorities. Instead of arguing about who gets the key to the post office box (why not 2 post office boxes), if to extend the time allowed for 2 board members to investigate improvement of Freeport Blvd (they are volunteers, so their time is free...why not give them time?), pointedly trying to put people observing the meeting in a defensive position (accusing a writer of purposely writing a false article) and what the limit and break down of expenditure should be for the Taste of Land Park, they need to address the really important issues facing Land Park.

A bridge across the Sacramento River ending at Broadway, the dilapidated shopping center at Sutterville and Land Park Drive that has lost yet one more tenant, the new Target, disappearing geese and poaching at William Land Park...these are issues worth discussing. Attendees were there to discuss these issues and were given 10 minutes to share their concerns. The only responses they got were what had already happened at the city level.

Let's all attend the next meeting. Perhaps if enough of us encourage them to be the best that they can be, we might have a viable and respected association that we can all be proud of.

THE TRAP

Now, you might think I am writing about some horrendous, sneaky real estate deal. Nope...I am writing about the dive's dive. And yes...I do mean a bar.

While this establishment is not exactly in my farm area, I have grown up driving by The Trap almost daily. If you were ever intimidated to go into a dive, this one would really give you pause. It stands as a solitary box on the corner of a large lot. I don't know how old it is...suffice it to say the walls lean and the roof has a tarp on it. The weeds choke any landscape there may have been say, 50 years ago. There isn't really a parking lot...just a lot of gravel on the side of it. You may fondly perceive it as a dilapidated "Cheers" ...with just as many friends.

I write this because the city code enforcement could no longer ignore its "condition" or lack thereof. They really don't want to tear it down (a huff and a puff could probably blow it down), so they met with the historic preservation representative, the city and the owner tonight. There is a possibility of some grant money or a small business loan to help it survive. So, here's to the Trap! May it live long and prosper!

THE LAW IS THERE....JUST NOT ENFORCED.

This is for Sacramentans...so you don't need to read any further unless you are just curious.

In the California Association of Realtors purchase contract, there are the little boxes to check to tell who is paying for what. On page 2, paragraph 4, one of these choices the buyers can make is who is going to pay for retrofitting the home, after close of escrow, to bring the home up to minimum standards of energy efficiency. Now, in the ongoing wisdom of our legislature, they adopted these standards in 1978, yet have rarely, if ever, enforced them. Many time agents think that these regulations refer to strapping of water heaters and ensuring smoke detectors are in the house. This is simply not the case. So, in an effort to define exactly what is expected, I thought I would give agents the specifics of these standards...so, here goes:

The buyer is hereby notified that pursuant to Chapter 16.60 of the Sacramento County Code; andChapter 9, Article XXII of the Sacramento City Code, the City and County of Sacramento have independently adopted the Residential Energy Audit and Conservation Regulations. The individual who buys or acquires through trade or exchange a single family home or duplex unit is affected if the building permit was issued prior to July 1, 1978.

The ordinance specifies compliance within six months after the sale, trade or exchange of the property. Audits are performed by the utility energy auditors of SMUD and PG & E or an approved auditor. In order to comply with the energy audit requirements, the following conditions must be met:

1. Attic insulation, minimum R-19
2. Exterior doors fully weather-stripped, not flow type
3. Watger Heater insulation, installed insulation blanket, minimum R-6
4. Duct/Plenum insulation, Minimum R-5
5. Hot/Cold water pipes insulation, minimum R-4 for the first 5 feet from water tank.
6. Building envelope--no broken windows or holes permitting infiltration to or from conditioned space
7. Shower heads, maximum water flow of 3 gallons per minute
8. Wall outlet/switch plates on outside walls fitted with insulation gaskets.

What seems a little crazy about all of this is 1. it isn't being enforced at all, 2. the contract gives us a choice on who would pay for this even though the regulation specifically says it is the buyers responsibility 3. why would the seller pay for these improvements when the house is no longer owned by them?

I hope the issue is now clear and we won't have to keep countering those offers that say this is the sellers responsibility...because once we have to counter this, we may as well counter a few other minor issues that we would have let go otherwise.
