The Rescue Plan

How about this scenario?

After passing the largest ever federal rescue plan for the US economy the US government must now enact and implement in record time an aggressive mortgage refinance program - simply to avoid or at least minimize further foreclosures in the residential markets and to stabilize housing prices.

All foreclosure proceedings should be immediately stopped and lenders should be required to refi their current clients homes within a government mandated universal contract at a minimal underwriting cost.

Fannie & Freddie must catch all the ones from failing lenders.

Everyone that currently holds a mortgage on a residential property (primary home, secondary home, vacation home) and wants/needs/must refi should be able to do so - into a conventional 30 year at 4.5%, 40 year at 4.75%, or even a 50 year mortgage at 5.00% - without any further documentation and up to 110% of current property value - regardless of what brought them there.

Isn't it better for a lender to make something on a mortgage product - even if it is marginal - or to have REO's on their books with declining prices from month to month and extremely tight lending? Who's going to buy them? Even Warren Buffett couldn't buy them all?

This would keep people in their homes and may even put a little money back into the pockets of Mr. & Mrs. Main Street - which they can spend on fixing up their homes or buy a new car - wouldn't that help the overall economy quite nicely?
